The project carries profound political, ideological, and cultural significance. It is a practical activity marking the 50th anniversary of Sai Gon–Gia Dinh officially being honoured with the name of President Ho Chi Minh, and serves as a concrete initiative to promote the study and application of his thought, moral example, and leadership style throughout the Party organisation.

Addressing the ceremony, Nguyen Thanh Xuan, member of the Ho Chi Minh City Party Committee and Deputy Secretary of the Party Committee of the Ho Chi Minh City People's Committee, emphasised that Ho Chi Minh City is the only locality in the country to bear the name of the beloved President Ho Chi Minh. This, he said, is not only a great honour but also a special political responsibility for every Party member and public official working in and contributing to the city's development.

He stressed that studying and following President Ho Chi Minh's thought, morality, and lifestyle is not merely a regular requirement of Party building, but also a responsibility, a source of pride, and a driving force for every Party member and public official to continually improve themselves and fulfil their assigned duties to the highest standard.

Nguyen Thanh Xuan also noted that the establishment of the Ho Chi Minh Cultural Space is more than just a venue to display photographs, documents, and stories about President Ho Chi Minh's life and revolutionary career. Instead, it has been designed as an open and interactive space that combines traditional exhibitions with digital technology.

The facility extends from the ground floor to the second floor, presenting key aspects of President Ho Chi Minh's life, revolutionary career, ideology, morality, and lifestyle. It also features a collection of photographs, historical documents, books, and digital resources to support learning and research, thereby creating an additional cultural, educational, and political learning environment for officials and Party members.

Significantly, the Ho Chi Minh Cultural Space has been established within the grounds of one of Ho Chi Minh City's most iconic historic administrative buildings. The site is closely associated with the formation and development of the Sai Gon–Ho Chi Minh City urban area and is also recognised as the birthplace of Gia Dinh Newspaper, Viet Nam's first newspaper published in the Chu quoc ngu (Romanised Vietnamese script).

The agreements are intended to maximise the effectiveness of the Ho Chi Minh Cultural Space, promote a culture of reading and foster lifelong learning among Party members, public officials and young people.
