Hung Yen sets stage for rapid, sustainable development

The first Provincial Party Congress of Hung Yen has set forth its key objectives: to build a dynamic and fast-growing economy based on science, technology, innovation, and digital transformation; to develop a harmonious society; and to establish the fundamental and comprehensive foundations of a modern industrial base, a civilised urban environment, and a strong maritime economy.

Striving to develop industry towards technology and high added value

In recent years, Hung Yen Province has focused its leadership efforts on thoroughly implementing the Resolution of the 13th National Party Congress and the Resolutions of the Provincial Party Committee, achieving many important results. The state administrative apparatus has been gradually consolidated, operating with increasing efficiency. Administrative reform, digital transformation, and IT application have seen clear progress.

Socio-economic growth has maintained a fairly high pace, with many indicators ranking among the leading group in the Red River Delta region. Infrastructure systems have improved markedly, particularly in transport and urban development. Cultural and social sectors have advanced, and the living standards of the population continue to improve; political security and social order have been fundamentally maintained.

Notably, during the 2020–2025 term, Hung Yen’s industrial sector has continued to affirm its role as the economic pillar of the province. The province has planned 43 industrial parks covering more than 13,500 hectares, of which 18 have been officially established.

To date, these industrial parks have attracted 849 investment projects (458 FDI and 391 DDI) with a total registered capital of approximately 8.1 billion USD and 66 trillion VND (2.5 billion USD). This has contributed significantly to an estimated average annual growth rate of 11.1% in industrial production value during the 2021–2025 period.

The manufacturing and processing industries alone are expected to grow by an average of 10.8% per year, accounting for 37.8% of GRDP in 2025, becoming the main driver of growth and exports. The industrial sector’s share of GRDP in 2025 is projected to reach 46.3%, reflecting a positive structural shift from labour-intensive and extractive industries towards capital- and technology-intensive sectors with higher added value.

Alongside industrial growth, investments in the infrastructure of industrial zones, clusters, transport, and urban areas have been expanded, creating a clean land reserve for attracting new investment. Thanks to these efforts, most of the goals set in the Resolution of the 2020–2025 Party Congress have been basically achieved or exceeded, with many areas showing outstanding results, reinforcing the confidence of officials, Party members, and the people in the comprehensive leadership of the Provincial Party Committee. The approval of the adjusted provincial planning for the 2021–2030 period, with a vision to 2050, has opened new development space, providing both advantages and strong growth momentum for the next stage of Hung Yen’s development.

Effectively implementing six key tasks and three strategic breakthroughs

Despite the significant achievements, Hung Yen’s economy has yet to fully unlock its potential and remains limited in scale. The implementation progress of many investment projects is slow, public investment disbursement rates are not high, and the budget revenue structure lacks sustainability, still relying heavily on land-related sources. The province has not yet attracted many large-scale or high-tech industrial projects with strong spillover effects.

Agriculture remains fragmented, with low added value; tourism has yet to match its potential. Digital transformation and technological application remain slow, while urbanisation is uneven. Some advantages, such as the province’s coastal potential, have not been adequately exploited. Environmental pollution, planning and land-use violations, and construction infringements still exist; household waste and pollution in the Bac Hung Hai River have yet to be thoroughly addressed.

The first Provincial Party Congress of Hung Yen has set overarching goals for 2030, with visions extending to 2035 and 2045: to build a dynamic, fast-growing, and sustainable economy based on science, technology, innovation, and digital transformation; to create a harmonious society with well-preserved and promoted cultural identity and a safe ecological environment.

The province aims to establish the fundamental foundations of a modern industrial base, a civilised urban landscape, and a strong maritime economy; to ensure firm national defence and security; to expand and enhance international relations and integration; and to comprehensively improve the material and spiritual living standards of its people.

By 2035, Hung Yen is set to become a modern industrial province meeting the criteria of a grade-I city. By 2045, it aspires to be a smart, ecological and centrally run city, possessing a modern industrial sector among the nation’s leaders, a strong northern maritime economic centre, and a province rich in cultural identity, fully embodying the core values of the Red River Delta’s cultural region.

To realise these ambitious goals, Lai Van Hoan, Vice Chairman of Hung Yen Provincial People’s Committee, stated that the Provincial People’s Committee has concretised the implementation of the Resolution of the first Provincial Party Congress into specific programmes and plans with defined tasks and solutions — particularly focusing on the effective execution of six key tasks and three strategic breakthroughs.

The six key tasks include: promoting rapid and sustainable economic growth by selectively attracting high-tech, environmentally friendly projects, and gradually ensuring that industry and services take the leading share of the economy; developing synchronised transport and urban infrastructure with inter-regional connectivity, monitoring the progress of key projects to lay the foundation for achieving grade-I urban status; advancing cultural and human development, investing in education and healthcare, enhancing workforce quality in parallel with cultural preservation; maintaining national defence and security while closely linking economic development with building a strong defence zone; accelerating administrative reform, digital governance, and process digitalisation, considering citizen and business satisfaction as key performance indicators; and building a clean, strong Party and political system, tightening discipline, combating corruption and negativity, and improving governance capacity.

In particular, three strategic breakthroughs are to be effectively implemented: infrastructure development — ensuring regional connectivity and expanding development space; human resource development — training a skilled workforce of managers, engineers, and high-tech workers, viewed as the core of industrialisation and modernisation; and administrative reform and digital transformation — establishing a foundation for modern governance.

The Provincial People’s Committee of Hung Yen has translated these breakthroughs into specialised resolutions, set annual targets, and assigned specific responsibilities to each provincial leader. These form the “three-pronged offensive” that will enable Hung Yen to achieve its vision of becoming a modern industrial province with grade-I urban status by 2035 and a smart, ecological city by 2045.
