Ho Chi Minh City: Special mechanisms must be fully utilised to achieve double-digit growth

On March 13, 2026, Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc chaired a workshop on solutions to promote double-digit growth from traditional drivers and new drivers while ensuring energy stability in Ho Chi Minh City.

The workshop aimed to enhance awareness of ensuring energy stability in the city through consultation, exchange and listening to opinions from experts, scientists and businesses.

Through this, the city aims to improve self-reliance, proactiveness and creativity, promote breakthroughs in institutions and specific policies in order to flexibly and effectively adapt to global and regional fluctuations. Through the workshop, the city seeks solutions to promote growth to reach double digits in the face of new developments from development drivers.

At the workshop, delegates discussed issues related to innovating the growth model to achieve high and sustainable growth in a context of uncertainty, from the national level to Ho Chi Minh City; assessing the overall picture of the world situation and current new trends; ensuring energy stability for the development of Ho Chi Minh City toward double-digit growth in the context of political crises in the Middle East; ensuring stable supply of electricity, petroleum and gas to serve the city’s growth drivers until 2030.

Presenting growth scenarios for the city under current conditions, leaders of the city’s Institute for Development Studies said that in the scenario of prolonged escalation of conflict, national economic growth would reach about 7%, while Ho Chi Minh City is expected to achieve 7.08 -7.98%.

With the scenario in which the conflict occurs for a short time, national economic growth is expected to reach 8%, while the city is expected to reach 8.08 - 9.04%. Under the most optimistic scenario, when the conflict cools down quickly, national economic growth is expected to reach 9.1%, while the city is expected to reach 9.19 - 10.28%.

However, to achieve the target of economic growth of over 10% in 2026, the city’s economic growth in the first six months of 2026 must reach at least 10.3%.

Concluding the workshop, on behalf of the city leadership, Member of the Party Central Committee and Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc emphasised that to achieve double-digit growth, the city needs comprehensive and breakthrough solutions. The city must act faster, stronger and more decisively to lead the national economy, demonstrating its role as a growth pole.

Chairman Nguyen Van Duoc said that Ho Chi Minh City has the tradition of being a city of pioneering initiatives and innovation. This is the basis and confidence for the city to strive to achieve the double-digit growth target.

Duoc expressed confidence that, with the support of experts, scientists, the business community and the whole society, Ho Chi Minh City fully has the conditions and capacity to realise the goal of double-digit growth, develop rapidly and sustainably, and continue to maintain its role as the country’s economic locomotive.
