Ben Luc–Long Thanh Expressway to fully open to traffic on October 1

Once operational, the expressway will reduce travel time from the Mekong Delta to Dong Nai and Vung Tau to just 45–55 minutes, more than an hour shorter than travelling via existing national highways, as vehicles will no longer need to pass through urban areas.

The full opening of the Ben Luc–Long Thanh Expressway is expected to help redistribute traffic flows across the southern region’s road network, ease pressure on several existing routes and improve connectivity between major transport hubs.

In particular, as the region’s transport network continues to be developed, the Ben Luc–Long Thanh Expressway will be better positioned to connect with the Ho Chi Minh City–Trung Luong Expressway, Ho Chi Minh City’s Ring Road No. 3, the Bien Hoa–Vung Tau Expressway and Long Thanh International Airport, as well as seaports, industrial parks and logistics centres.

Under VEC’s traffic management plan, the expressway has five interchanges. The My Yen Interchange connects with the Ho Chi Minh City–Trung Luong Expressway and Ring Road No. 3. The section running through Ho Chi Minh City includes interchanges with National Highway 1, National Highway 50 and Nguyen Van Tao Street.

In Dong Nai, the route features the Phuoc An and Tan Hiep interchanges. The latter provides connections to the Bien Hoa–Vung Tau Expressway and access to Long Thanh International Airport, and will become operational once the connecting route is authorised by the competent authorities.

Under the traffic management plan, the maximum speed on most sections of the main expressway is 90km/h, with a minimum speed of 60km/h. Lower speed limits apply to certain sections, bridges and interchange areas in accordance with road signs.

The section from Km16+600 to Km21+850 has a maximum speed limit of 80km/h, while the maximum speed on slip roads is 50km/h. At certain interchanges and connecting roads, the limit is 40km/h.

Along with the full opening of the expressway, VEC plans to introduce toll collection as soon as the route becomes operational. A closed tolling system will be applied, with charges calculated according to the actual distance travelled and collected through electronic toll collection (ETC).

Under the toll schedule for the Ben Luc–Long Thanh Expressway issued, announced and publicly posted by VEC on August 10, 2025, the base rate is 2,000 VND per passenger car unit (PCU) per kilometre. Actual tolls will vary depending on vehicle category and distance travelled.

The Ben Luc–Long Thanh Expressway project has a total investment of 29.587 trillion VND, financed through loans from the Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB), counterpart funding from the State budget, and capital arranged by the Viet Nam Expressway Corporation (VEC).

With total investment exceeding 29.5 trillion VND, the project is a key national infrastructure project forming part of the North–South Expressway network. The 57.8km route runs through Tay Ninh Province, Ho Chi Minh City and Dong Nai, including 2.7km in Tay Ninh, 26.4km in Ho Chi Minh City and 28.7km in Dong Nai.
