The official dispatch was sent to the Ministers of Finance and Construction, and the Chairpersons of the People’s Committees of Ho Chi Minh City, Can Tho, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, An Giang, and Lam Dong.
The dispatch states that, to achieve the breakthrough goal of developing synchronous and modern infrastructure, promote public investment, mobilise and effectively use social resources, and create an important driving force for rapid and sustainable growth, striving to achieve double-digit growth in 2026 and subsequent years, the Government and the Prime Minister have recently directed ministries, sectors, and localities to urgently accelerate investment preparation, site clearance, construction, and disbursement of investment capital for key infrastructure works and projects.
The investment and construction of expressway projects is of particularly important significance, helping improve transport capacity, promote rapid and sustainable development in the Southern region, and contribute to the country’s overall development.
Currently, 10 expressway investment and construction projects are being implemented in the Southeastern and Southwestern regions, divided into 21 component projects. The Ministry of Construction is the managing authority for three component projects, while localities are the managing authorities for 18 component projects. Of these, 16 component projects are under construction, three are in the process of selecting investors, and two are undergoing appraisal and approval of feasibility study reports.
The provincial and municipal People’s Committees managing the projects have actively implemented them. However, some projects are currently facing outstanding difficulties and obstacles, while others scheduled for completion in 2026 still have a large volume of work remaining and require significant efforts to meet the requirements.
To complete and put the works and projects into operation at the earliest possible date, promote investment efficiency, and contribute to socio-economic development, the Prime Minister requested that the Chairpersons of the provincial and municipal People’s Committees, as the managing authorities or competent authorities for the projects, focus on accelerating compensation, support, and resettlement work and the relocation of technical infrastructure facilities for projects still facing site-clearance problems; and speed up procedures for licensing and extending the operation of mines to ensure supplies of construction materials for the projects, particularly those facing difficulties in material supplies.
The localities were also requested to mobilise maximum financial and human resources, machinery and equipment, and ensure adequate construction lines; overcome weather-related difficulties and organise construction in “three shifts, four crews” to complete the projects as scheduled while ensuring quality, technical standards, and safety.
