Investment attraction in export processing zones and industrial parks in Ho Chi Minh City reaches 5 billion USD

After the administrative boundary merger, Ho Chi Minh City now has the largest industrial space in the country, with a diverse system of industrial parks and export processing zones that contribute significantly to added value.

Statistics show that Ho Chi Minh City has 58 operational industrial parks and export processing zones with a total area of around 22,400ha.

Investment attraction reaches 5 billion USD

As of the end of November 2025, investment attraction in industrial parks and export processing zones recorded positive results, with total investment reaching 5 billion USD, including newly registered and adjusted investment capital, equivalent to 107% of the 2025 target (4.524 billion USD). Leased land area reached 405.69ha, up 49.65% year on year (271.1ha), while leased factory area reached 457.718 square metres, up 401.98% compared to the same period of last year (90,585 square metres). The average investment was 8.63 million USD/ha.

Regarding foreign investment, the total investment capital reached 3.218 billion USD, an increase of 0.51% year on year. This included 199 newly licensed projects with registered capital of around 1.3 billion USD, and 162 projects with increased investment capital totalling around 1.9 billion USD, up 90.3% year on year.

Regarding domestic investment, total investment capital reached 46.58 trillion VND (equivalent to 1.863 billion USD), an increase of 20.11% year on year. Of this, 93 newly licensed projects with registered capital of 32.47 trillion VND, up 32.65% year on year; and 47 adjusted projects with increased investment capital of 14.11 trillion VND.

The Ho Chi Minh City Export Processing and Industrial Zones Authority (Hepza) said that under the development planning for industrial parks and export processing zones in Ho Chi Minh City for 2021–2030 period, with a vision to 2050, the city will have 105 industrial parks and export processing zones with a total area of over 50,288ha. Of which, 66 industrial parks and export processing zones have been decided to be established, with a total area of ​​over 27,270ha; there are 58 industrial parks and export processing zones in operation, with a total area of ​​over 22,410ha and an occupancy rate of 80%; eight industrial parks have been established but have yet to become operational, with 4,860ha; and 39 industrial parks spanning a total area of 23,018ha have yet to receive decisions on establishment.

The total employees working for the city’s industrial parks and export processing zones is 909,433 workers. Of whom, 511,101 are women, accounting for 56.2%; 651,289 are migrant workers from other provinces, accounting for 71.6%; 701,888 are working for foreign-invested enterprises, accounting for 77.18%; and 107,545 are working for domestic enterprises, accounting for 22.82%.

Promoting greening efforts, creating land fund to attract investment

According to Head of Hepza Bui Minh Tri, Ho Chi Minh City is piloting a plan to convert five industrial parks and export processing zones of Tan Thuan, Tan Binh, Hiep Phuoc, Cat Lai, and Binh Chieu into green industrial and eco-industrial parks. The project is being submitted to the municipal People’s Committee for consideration and approval, paving the way for policies to support enterprises participating in the transition.

Hepza is currently coordinating with the Ministry of Planning and Investment to implement the project on "Replicating the eco-industrial park approach to promote circular economy in Viet Nam" at Hiep Phuoc Industrial Park.

According to the assessment of Hiep Phuoc Industrial Park, one of the five industrial parks and export processing zones promoting the conversion to the "circular economy" model, many enterprises in the park have gradually approached the circular economy and the "industrial symbiosis" model to implement the eco-industrial park model, moving towards the Net Zero target. Thanks to application the of the "circular economy" model, 40 enterprises in Hiep Phuoc Industrial Park have together saved around 43.3 billion VND/year by reducing electricity consumption by 6,854 MWh; reducing water consumption by more than 151,000m3; and cutting greenhouse gas emissions by nearly 6,000 tonnes of CO2 per year.

Regarding land fund creation for investment attraction, Bui Minh Tri said that Hepza is building implementation plans for some industrial parks and export processing zones including establishing a specialised pharmaceutical and medical industrial park in Le Minh Xuan 2 Industrial Park.

Implementation is also under way in four industrial parks approved for investment policy but has not put into operational in Ba Ria–Vung Tau Province, including the expanded My Xuan B1–Conac Industrial Park with an area of 110ha, HD Industrial Park – 450ha, Long Son Oil and Gas Industrial Park – 850ha, and Van Thuong Industrial Park – 387.09ha.

At the same time, planning is being prepared for new industrial parks in the centre of Ho Chi Minh City (Pham Van Hai I and Pham Van Hai II Industrial Parks), Ba Ria–Vung Tau (Phu My Industrial Park and Chau Duc 1 Industrial Park), and Binh Duong (Binh Duong Riverside Industrial Park, Lai Hung Industrial Park, Dau Tieng 1A Industrial Park, Bac Tan Uyen 2 Industrial Park, and Tan Lap I Industrial Park).

Regarding the “greening” model of industrial parks, Hepza is implementing the project on "Orientation for the development of export processing zones and industrial parks in Ho Chi Minh City for the period 2023-2030 with a vision to 2045", and is coordinating with JICA to carry out following activities of the project on “Technical support for building model industrial parks/smart industrial parks with ecological orientation and applying information technology in management and operation of industrial parks in Ba Ria-Vung Tau Province” in Phu My 3 Industrial Park. It is also continuing the project on “Replicating the eco-industrial park approach to promote circular economy in Viet Nam” in Hiep Phuoc Industrial Park.
