During the course, which was conducted under “the Project for Capacity Development for Transition to the New CNS/ATM Systems”, two Japanese flight procedure design experts gave lectures and conducted exercises for eight trainees from Japan, four from Cambodia and four from Laos on PBN, the core technique and operations of new CNS/ATM, and will enable safer and more efficient routes to be designed and implemented.
According to JICA Vietnam’s senior representative Nagasse, the course was a unique opportunity for Vietnam to host a joint training of three countries for the first time. “All the participants from Cambodia, Lao PDR and Vietnam, and the Japanese instructors have worked closely and strengthened friendships, regardless of their nationalities and background,” he said.
All States are required to implement PBN procedures their airports by 2016, in accordance with the International Civil Aviation Organization (ICAO) resolution adopted in 2011 for global application by the UN aviation specialised body. Vietnam plans to implement PBN first at Hue and Phu Bai Airport this year while Cambodia and Lao PDR also plan to implement PBN beginning with their Capital City Airports in the second quarter of 2013.
The 5-year JICA Project started in January 2011. Four experts are stationed in CAAV in Hanoi, working with counterparts from the three countries to improve efficiency and safety of flight operations and enhance airspace capacity through a transition to the new CNS/ATM systems in the Eastern Mekong Region. JICA will organise a series of training courses in PBN to assist the three countries in accelerating implementation of PBN in the region to meet ICAO guidelines.
