A buoyant atmosphere is spreading throughout the streets as people look towards the Congress with confidence and aspirations to usher the country into a new era, an era of national rise.
In the early days of the new year 2026, streets across the capital are awash in red, with Party flags, national flags, and banners and posters celebrating the 14th National Party Congress. A representative of the Ha Noi Centre for Technical Infrastructure Management under the Ha Noi Department of Construction said that the decoration of flowers, greenery, and landscapes has been carried out from December 20, 2025, through the 2026 Lunar New Year. The scope of decoration is extensive, spanning the Ba Dinh political centre, the National Convention Centre, major thoroughfares, large intersections, parks, flower gardens, and public spaces throughout the city.
Along with decorations in the Ba Dinh Square area, roads around the National Convention Centre, where the 14th National Party Congress will take place, as well as Hoan Kiem Lake and gateway routes, have also been decorated by Party committees, authorities, and residents of the capital. A representative of the Ha Noi Department of Culture and Sports said that in late December 2025, the department issued a plan to organise decoration activities, visual propaganda, and cultural and artistic events to celebrate the Party Congress in conjunction with welcoming the New Year and the Lunar New Year of the horse.
In addition to city-level activities, wards and communes have installed nearly 1,800 clusters of panels and 17,000 banners celebrating the Party Congress, along with thousands of panels and banners welcoming the New Year 2026 in connection with the 96th anniversary of the Party’s founding. The thorough preparation in decoration and visual propaganda reflects the sense of responsibility of the Party organisation, authorities, and people of the capital towards the 14th Party Congress. Nguyen Huu Tri, Secretary of the Party cell of Residential Group 11 in Viet Hung Ward, said: “Everyone is delighted and places great expectations on the country’s new era. Many families have voluntarily hoisted flags and joined in the decorations celebrating the Party and spring even before receiving any notice from the residential group.”
Ha Noi Urban Environment One Member Limited Liability Company (Urenco Ha Noi) has mobilised all staff and workers to carry out comprehensive environmental sanitation, beautifying the city in service of the 14th Party Congress, and maintaining cleanliness at flower gardens, squares, and public places. In the area of the National Convention Centre, environmental sanitation is required to be maintained around the clock. Units have increased manpower and deployed modern mechanised equipment to ensure timely waste collection without backlog and have organised dust sweeping and road washing on main arteries and around delegates’ accommodation.
Nguyen Manh Quyen, Vice Chairman of the Ha Noi People’s Committee, stressed that ensuring environmental sanitation in service of the Congress is a particularly important political task at a time when the entire country and international friends are focusing their attention on Ha Noi. Therefore, the city’s departments, sectors, and localities must take proactive action early to ensure a clean and beautiful environment at Congress venues, delegates’ accommodations, and key routes.
Many wards and communes in Ha Noi, such as Tay Ho Ward and Son Tay, have launched peak emulation drives to ensure urban order, environmental sanitation, and food safety in celebration of the 14th Party Congress. Nguyen Dinh Khuyen, Secretary of the Tay Ho Ward Party Committee, emphasised that the peak emulation drive is an important political requirement, demanding substantive coordination as well as clear tasks and responsibilities closely aligned with local duties, linked to improving residents’ quality of life and beautifying the city’s urban appearance. In Dong Da Ward, Party Committee Secretary Nguyen Ngoc Viet said that functional forces have focused on strictly handling violations such as illegal stopping and parking of vehicles, and business activities encroaching on roadways and pavements that obstruct traffic and undermine urban aesthetics along routes such as O Cho Dua–Xa Dan, Lang, and Lang Ha. Residential groups have mobilised residents to refurbish urban spaces, hoist national flags, and decorate lighting systems at heritage sites and along main roads.
Alongside propaganda and urban embellishment activities celebrating the Party Congress, ensuring political security and social order and safety, and guaranteeing absolute safety before, during and after the 14th Party Congress has been identified by the Ha Noi Public Security as a particularly important task, with strong determination to fulfil it excellently.
The Ha Noi Public Security have developed and implemented a comprehensive plan, mobilising combined strength to firmly maintain political security and social order and safety, ensuring absolute safety for the major event of the entire Party and the whole nation. The plan has been developed in a systematic and synchronised manner on a scientific basis, closely following directives of the Ministry of Public Security, the Ha Noi Party Committee and People’s Committee, ensuring full area coverage and clear, specific assignment of tasks to each unit and force. Maximum mobilisation of officers, personnel, vehicles, and technical equipment has been undertaken, with the highest goal of ensuring absolute security and safety before, during, and after the Congress.
Units are focusing on ensuring traffic order and safety, preventing and combating crimes, managing residency, especially for foreigners, ensuring fire prevention and fighting safety, protecting cybersecurity, and resolutely handling acts that exploit technology and artificial intelligence to distort information, undermine the Party and the State, and cause public anxiety. Units are required to maintain security and safety at the highest level without affecting the normal daily life of residents, strengthen coordination and close cooperation among forces, and prevent the emergence of even the smallest complex situation.
At the conference to disseminate and implement the comprehensive plan for force deployment to ensure security and order for the 14th National Party Congress, Lieutenant General Nguyen Thanh Tung, Director of the Ha Noi Public Security, stressed that this is a particularly important period for national security work. Therefore, the overarching requirement in ensuring security and order for the 14th Party Congress is to maintain stability and strictly adhere to the principle of “normal outward appearance, tight internal control.”
On streets across the capital these days, residents can clearly sense the smooth and effective coordination among forces. From traffic diversion and regulation and scientific convoy guidance by traffic police on key routes, to counter-terrorism and hostage rescue plans by mobile police, all duty posts are staffed by security, mobile police, ward police, and grassroots security forces, ready to form a multi-layered, multi-tiered protective network.
In key areas with a concentration of delegates’ accommodation and venues for activities within the framework of the Congress, the capital’s police have proactively conducted surveys and developed plans suited to actual conditions. Ward-level police have focused on propagating and mobilising residents to raise legal awareness, actively participate in the movement of all people protecting national security, and report crimes. The management of foreigners, review of accommodation facilities, and resolution of “bottlenecks” in urban order have been intensified and implemented decisively. These efforts not only serve the Congress but also help create an orderly, clean, beautiful, and peaceful image of the capital in the eyes of international friends.
At the launch ceremony and rehearsal of security and order plans for the 14th National Party Congress, on behalf of all officers and personnel, Colonel Nguyen Tien Dat, Deputy Director of the Ha Noi Public Security, said with emotion and pride that every officer and soldier of the capital’s police will uphold the highest sense of responsibility and political determination, strictly comply with the directives of the Party, the State, and the Ministry of Public Security in performing their duties. With the emulation spirit of “three bests”, the capital’s police will strive and resolutely fulfil their mission of absolutely safeguarding the security and safety of the 14th Party Congress, living up to the heroic tradition and the trust placed in them by the Party and the people.
