The Ministry of Finance held a conference on May 6 to announce adjustments to the National Master Plan and regional plans for the 2021–2030 period, with a vision to 2050. Politburo member and Permanent Deputy Prime Minister Pham Gia Tuc attended the event.
Addressing the conference, Permanent Deputy Prime Minister Pham Gia Tuc praised the efforts and sense of responsibility of ministries, sectors, and localities, which had worked closely and effectively with experts and scientists in studying, developing, and advising the Government to submit adjustments to the National Master Plan to the Party Central Committee for consideration before presenting them to the National Assembly for approval, as well as to submit adjustments to the plans of six regions for the 2021–2030 period, with a vision to 2050, to the Prime Minister for approval.
Permanent Deputy Prime Minister Pham Gia Tuc emphasised that adjusting the National Master Plan is a tool to concretise the Party’s guidelines, orientations, and strategies on the organisation of development space. It is also a step towards translating the objectives and orientations set out in resolutions, conclusions, and strategies of the Politburo and the Secretariat on socio-economic development into specific spatial organisation linked with resource allocation by sector and territory.
In his speech, Deputy Minister of Finance Tran Quoc Phuong said the Ministry of Finance would concretise the instructions of the Permanent Deputy Prime Minister and comments from ministries, sectors, and localities in the action programme to implement the National Assembly’s resolution on adjusting the National Master Plan and the implementation plans for adjusted regional plans.
The Ministry of Finance hopes to continue receiving close attention and guidance from the Party, National Assembly, and Government on planning work, as well as the support and companionship of development partners, domestic and foreign investors, experts, and scientists, in order to successfully achieve the objectives and tasks set out in the plans.
According to the Ministry of Finance, the adjustment of the National Master Plan and regional plans is of great significance in reorganising and opening up new development space in line with the reorganisation of administrative units at all levels and the implementation of the two-tier local government model.
It also helps identify overall and breakthrough orientations to concretise the Party’s guidelines and policies, especially the documents of the 14th National Party Congress and strategic resolutions of the Party Central Committee and the Politburo, while maximising the potential and advantages of the country, regions, and localities to achieve double-digit growth targets.
Regarding the organisation of socio-economic development space, the adjusted National Master Plan sets orientations for focusing on the development of growth-driving regions and major growth poles to form leading engines for national development.
It provides for the reasonable adjustment and expansion of four national growth-driving regions, namely the Northern growth-driving region, the Southern growth-driving region, the Central growth-driving region, and the Mekong Delta growth-driving region, while adding the North Central growth-driving region to better tap the potential and advantages of areas associated with the effective exploitation of new development space.
