National multidimensional poverty standard for the 2026–2030 period

The Government has just issued Decree No. 351/2025/ND-CP, stipulating the national multidimensional poverty standard for the 2026–2030 period.

The Decree provides that the multidimensional poverty standard for the 2022–2025 period, as prescribed in Article 3 of Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government on the national multidimensional poverty standard for the 2021–2025 period, shall continue to be applied from January 1, 2026 to December 31, 2026.

For the 2027–2030 period, the criteria for measuring the national multidimensional poverty standard are stipulated as follows:

Regarding the income criterion, in rural areas, the average per capita income of a household is 2,200,000 VND per person per month.

In urban areas, the average per capita income of a household is 2,800,000 VND per person per month.

The Decree also clearly stipulates the criteria for identifying poor households and near-poor households, specifically:

Poor households in rural areas are households residing in rural areas with an average per capita income of 2,200,000 VND per person per month or less and experiencing deprivation in three or more indicators measuring access to basic social services.

Poor households in urban areas are households residing in urban areas with an average per capita income of 2,800,000 VND per person per month or less and experiencing deprivation in three or more indicators measuring access to basic social services.

Near-poor households in rural areas are households residing in rural areas with an average per capita income of 2,200,000 VND per person per month or less and experiencing deprivation in fewer than three indicators measuring access to basic social services.

Near-poor households in urban areas are households residing in urban areas with an average per capita income of 2,800,000 VND per person per month or less and experiencing deprivation in fewer than three indicators measuring access to basic social services.

This Decree takes effect from February 15, 2026.
