The two sides' agreement to deepen the connotation of Viet Nam-Laos relations and bring them to new heights within the framework of the working trip marked a milestone in the glorious history of relations between the two countries, affirming their common vision and orientation for long-term companionship for the goal of sustainable development and prosperity.
This visit to Laos by General Secretary To Lam brought the profound, loyal, and enduring solidarity of the Vietnamese people to the brotherly Lao people, while reaffirming Viet Nam’s consistent foreign policy of giving the highest priority to its special solidarity with Laos.
At meetings and talks, General Secretary To Lam and senior Lao leaders expressed their delight at the important progress in bilateral relations, affirming that these ties are a key factor ensuring the success of the cause of national construction and defence in each country.
The two sides agreed to vigorously create and promote breakthroughs in cooperation in economics–trade, culture, science–technology, and education–training.
Notably, the two sides issued a Viet Nam–Laos Joint Statement. The statement affirms that the two sides agreed to deepen the substance of Viet Nam–Laos relations and bring them to new heights, defining them as a relationship of “Great Friendship, Special Solidarity, Comprehensive Cooperation, and Strategic Cohesion”, reflecting a shared vision, intertwined strategic interests, and a long-term companionship towards sustainable development, resilience, and shared prosperity for both nations.
According to the joint statement, both sides affirmed that strategic cohesion will be a foundation to strongly promote cooperative relationship in depth and substance — especially cohesion in vision and goals; development policies and strategies; infrastructure and development space; and education, training, and human resource development — thereby strengthening the security and sustainable development of the two countries.
The abovementioned progress of Viet Nam–Laos relations is a response to the new requirements of the era. This was emphasised by General Secretary To Lam in his policy speech at the Lao National Academy of Politics and Public Administration.
According to the General Secretary, in the context of a rapidly changing world, the two countries must elevate their relationship from “cooperation” to “engagement”, as engagement carries strategic characteristics, overall design, role-sharing and mutual complementarity. On the occasion of the visit, on behalf of the LPRP and the Lao state, General Secretary and President of Laos Thongloun Sisoulith presented General Secretary To Lam with the National Gold Order — the highest order of the Lao People's Democratic Republic.
General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith co-chaired the high-level meeting between the Communist Party of Viet Nam and the Lao People's Revolutionary Party. This is the highest and most important cooperation mechanism, playing a guiding role, increasingly developing and deepening the great friendship, special solidarity, comprehensive cooperation, and strategic cohesion between Viet Nam and Laos, bringing practical benefits to the peoples of the two countries.
At the meeting, the two leaders highly valued the important, comprehensive, and historically significant achievements that the two countries’ parties, states, and peoples have gained, especially in implementing the Party Congress resolutions and preparing for the upcoming Party Congresses in each country.
Agreeing to continue to deepen the relationship between the two parties and two countries, considering it a core pillar orienting the overall strategy for the Viet Nam – Laos comprehensive cooperation relationship, General Secretary To Lam and General Secretary and President of Laos affirmed the consistent policy of the two parties and states in always standing side by side, supporting and helping each other in the cause of innovation, construction, development, and defence of the Fatherland.

During the working trip, General Secretary To Lam, his spouse, and the high-ranking Vietnamese delegation attended the 50th anniversary of the National Day of the Lao People's Democratic Republic (December 2, 1975 - December 2, 2025), which was solemnly held in the capital Vientiane, to share joy with the Lao people on this important holiday.
The state visit to Laos, attending the 50th National Day celebration of the Lao People's Democratic Republic and co-chairing the high-level meeting between the Communist Party of Viet Nam and the Lao People's Revolutionary Party by General Secretary To Lam has contributed to strengthening strategic trust and opening orientations for further cooperation.
