Resilience and legacy of the tenure
Inheriting a tradition of unity, solidarity, aspiration, cultural values, and human resources, and overcoming numerous difficulties and challenges, Quang Tri has focused its leadership and direction during the 2020–2025 tenure to achieve significant, outstanding results across various fields. The province has continued to maintain the trust of its people, enterprises, officials, and Party members, while safeguarding peaceful, friendly, and stable borders that foster cooperation and development.
Party building in terms of politics, ideology, and ethics was prioritised, implemented comprehensively and consistently throughout the term. Organisational and personnel work were executed decisively, especially the streamlining and restructuring of the political system.
With renewed leadership and management approaches, the provincial government operated effectively, bringing notable progress across economic, cultural, and social areas. Quang Tri achieved nearly all socio-economic targets, and expanded its economy after the merger. The province’s total state budget revenue during the period was over 59.3 trillion VND, creating vital resources for development investment. The average annual growth rate of gross regional domestic product (GRDP) in 2021–2025 reached 6.8%. Per capita GRDP was over 79 million VND, 1.6 times higher than in 2020.
This period also witnessed the launch of major energy, transport, and logistics projects, fundamentally transforming the province’s landscape and creating a firm foundation for the next tenure. With the robust expansion of clean and renewable energy projects, Quang Tri is gradually emerging as a regional and national energy hub.
The province’s infrastructure has developed substantially towards synchronisation and modernisation. Its economic structure has shifted positively, with the driving roles of the energy, processing, service, and tourism industries strongly promoted. Agriculture has evolved towards high-tech, green production associated with new-style rural development.
New growth drivers have been established and are proving effective — particularly in the cultural industry, tourism, digital economy, green economy, and heritage economy. The province’s tourism sector has made great strides, with Quang Tri’s tourism brand gaining increasing recognition nationally, regionally, and globally.
The merger of Quang Binh and Quang Tri has created vast opportunities and a broad linkage space encompassing diverse forms of tourism — cave exploration, coastal leisure, eco-tourism, historical and peace tourism, and spiritual tourism — affirming tourism’s role as a spearhead economic sector.
The province has paid special attention to social development and human welfare by effectively implementing social security policies, particularly for revolution contributors, while reforming education and training and improving public healthcare. It has focused on implementing poverty reduction programmes effectively.
One of the most notable highlights is the housing support campaign to eliminate temporary and dilapidated dwellings, which has been implemented with strong determination. To date, nearly 15,000 houses have been completed, helping poor households and policy-beneficiary families stabilise their living conditions and rise to achieve long-term livelihood security.
In defence and security, the province has maintained political stability and social order. External relations have been expanded, with strengthened cooperation with Lao provinces and other international partners, enhancing Quang Tri’s standing as a reliable destination in the integration process.
The achievements reflect the vitality of a province full of aspiration and determination. They are the result of steadfast will, social consensus, and the collective commitment of the entire political system and people. These accomplishments form a solid foundation for Quang Tri to enter a new development phase with a broader vision and stronger determination.
Unity in shaping the future
Quang Tri now stands before many new opportunities and prospects. Covering a natural area of about 12,700 km², it is among the ten largest provinces in the country. The province boasts a 191 km coastline with seven beautiful estuaries, a 409 km border with neighbouring Laos, two airports, three seaports, three international border gates, four economic zones, and a well-developed transport system encompassing road, railway, waterway, and air routes. These advantages provide vast potential for developing key economic sectors, expanding regional linkages, and promoting international integration. The province also offers a transparent investment environment, with the local government consistently accompanying and supporting businesses.
Thoroughly grasping and creatively applying the Party’s directives and strategic viewpoints in line with the spirit of the documents to be submitted at the 14th National Party Congress, and based on national realities and local characteristics, the first Congress of the newly established Quang Tri Provincial Party Committee identified its overarching development motto. Party building remains the key task. Socio-economic development will pursue a green, sustainable, comprehensive, and integrated approach based on four strategic pillars: energy, logistics, tourism, and green agriculture. Culture and people form the foundation, while strengthening defence, security, and international cooperation remains a vital and ongoing mission. The province seeks to harness the great national unity bloc, ignite the self-reliance and aspiration of Quang Tri’s people, and transform that spirit into endogenous strength and a driving force for development.
By 2030, Quang Tri aims to become a province with a dynamic and highly self-reliant economy; effectively integrating urban, marine, border trade, digital, and high-tech agricultural economies. It strives to achieve strong competitiveness within the North Central region and become a key trade and logistics hub along the East–West Economic Corridor—an emerging growth pole of central Viet Nam.
To realise the set goals, the Quang Tri Provincial Party Committee is focusing on effectively implementing five key tasks, three strategic breakthroughs, and four major groups of solutions. First and foremost, it continues to strengthen Party building and rectification, ensuring a clean, strong political system; and developing a streamlined, modern two-tier local government apparatus that operates efficiently and effectively in the service of the people.
Tourism will be developed into a spearhead economic sector, positioning Quang Tri as a prominent brand on the national and regional tourism map. The province will accelerate green and circular agriculture adapted to climate change and associated with sustainable new rural development. It will foster science and technology, innovation, and comprehensive digital transformation; enhance education and training quality, healthcare, and cultural and human development; and invest in modern, synchronised economic and social infrastructure.
Quang Tri will optimise the efficiency of all economic sectors, substantially improve the investment climate, and attract both domestic and foreign resources. Energy industries, high-tech industries, the digital economy, and logistics will serve as growth engines. The province will establish growth hubs linked to the Hon La Economic Zone and the Southeast Quang Tri Economic Zone. It will leverage its two deep-water ports, two airports, international border gates, and longitudinal and transversal transport systems to expand development space and regional and international connectivity.
Alongside economic growth, Quang Tri attaches great importance to consolidating defence and security, maintaining political stability and social order. The province will enhance international cooperation in defence and security to ensure national security firmly.
In the new tenure, Quang Tri has identified three strategic breakthroughs. These include completing modern and synchronised socio-economic infrastructure in combination with significantly improving the investment environment; attracting and successfully implementing key economic projects to build Quang Tri into a centre of clean energy, tourism, and new services in the central region; and promoting science, technology, innovation, and digital transformation across all sectors. The province also aims to enhance the quality of human resources, especially its cadre contingent, to meet the requirements of rapid and sustainable development.
Today, Quang Tri stands at a pivotal moment as it shapes itself into a new growth pole for central Viet Nam. With strategic vision and the united strength of the Provincial Party Committee, government, and people, Quang Tri is confident of achieving transformative breakthroughs and emerging as a model of dynamism, creativity, and sustainability on the national development map.
This is not only an economic and social development goal but also a heartfelt aspiration to build a prosperous, civilised homeland worthy of the trust and expectations of the Party and the people.
