On November 10, the government issued Decree No. 293/2025/ND-CP stipulating the regional minimum wages for employees under labour contracts. The decree will take effect on January 1, 2026, replacing Decree No. 74/2024/ND-CP.
Accordingly, the new monthly minimum wages in the four regions are as follows:
Region I: increased by 350,000 VND, from 4,960,000 VND to 5,310,000 VND per month.
Region II: increased by 320,000 VND, from 4,410,000 VND to 4,730,000 VND per month.
Region III: increased by 280,000 VND, from 3,860,000 VND to 4,140,000 VND per month.
Region IV: increased by 250,000 VND, from 3,450,000 VND to 3,700,000 VND per month.
The hourly minimum wages are also adjusted as follows:
Region I: from 23,800 VND/hour to 25,500 VND/hour.
Region II: from 21,200 VND/hour to 22,700 VND/hour.
Region III: from 18,600 VND/hour to 20,000 VND/hour.
Region IV: from 16,600 VND/hour to 17,800 VND/hour.
Thus, the above adjustments represent an increase of between 250,000 VND and 350,000 VND per month, equivalent to an average rise of 7.2% compared with the minimum wages currently specified in Decree No. 74/2024/ND-CP.
According to an assessment by the Ministry of Home Affairs, the proposed wage adjustment is approximately 0.6% higher than the minimum living standard projected for workers through the end of 2026 and will thereby help to improve their livelihoods.
The new adjustment reflects a balanced and shared approach, harmonising the interests of both employees and employers. It aims to enhance workers’ living conditions while ensuring that businesses can maintain stability and continue expanding their production and operations.
