Two fixed cameras will be installed at the Dong Kinh Nghia Thuc Square and the Trang Tien-Hang Khay intersection and over 30 URENCO workers will roam the pedestrian zone to capture those who drop trash outside the designated places.
When a stall or visitors are found littering the environmental workers will record their acts as evidence.
For violating visitors and residents, the workers will call the local police to deal with their offences immediately, while any stalls and kiosks with specific addresses will be fined later after videos of their infraction are sent to the local authorities.
Dozens of signs warning visitors not to dump rubbish on the ground have also been installed around the streets in the pedestrian zone, which is closed to all vehicles over the weekend.
The filming and fining will be piloted until May 15 and, if the measures are rated to be effective, it will be replicated in other parts of the capital city.
Under a government decree, anyone who throws waste onto the pavement and the street in urban areas could face a fine of up to VND7 million (US$300).
According to the Hoan Kiem authorities, the weekend pedestrian zone welcomes about 20,000-25,000 visitors each day, with the figure reaching as high as 200,000 during public holidays.
However the area is always littered with leftover food, plastic bags and other wastes after large outdoor events.
It is estimated that 200 tonnes of waste are collected from the zone each day.
