Dung was speaking at a conference held on December 3 in Yen Bai Province to review the rural modernisation programme in Vietnam’s poorest areas.
He said the experiences of and models from provinces in the deltas should not be replicated in other parts of the country in a mechanical way.
Dung added that it is necessary to raise awareness among local authorities and people that building new rural areas is a programme that benefits and is implemented by the people with assistance from the government.
According to a report at the conference, the poverty rate has fallen by 5.65% annually in poor districts and 4% in extremely disadvantaged communes in ethnic and mountainous regions over the past five years.
The Deputy PM said local governments need to focus on accelerating the progress of key infrastructural projects in order to improve people’s standard of living and facilitate their production.
At the same time, attention should be given to developing local specialities as part of the One Commune One Product programme and protecting and promoting the fine traditions of ethnic minority groups in alignment with rural tourism.
He also asked the Ministry of Agriculture and Rural Development to work alongside the agencies concerned to prioritise support for rural modernisation in extremely disadvantaged regions during the next phase.
