Significant and comprehensive achievements obtained
Over the past term, the Party Committee, government, and people of Nghe An have implemented the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress amidst numerous challenges, particularly the severe impacts of the Covid-19 pandemic, climate change, natural disasters, and global instability. Nevertheless, Nghe An has achieved many important and comprehensive results, with remarkable highlights across economic, social, defence, and security fields.
In economic development, the province’s Gross Regional Domestic Product (GRDP) grew at an average rate of 8.3–8.5% per year — higher than in the 2016–2020 period. GRDP scale increased 1.7 times, and per capita GRDP rose 1.67 times compared to 2020. The economic structure shifted positively, with the industrial share rising rapidly, services diversifying, and agriculture restructuring effectively within the sector. Labour productivity grew by an average of 8.2% per year. State budget revenue met the target, 1.7 times higher than before; and public investment expenditure rose 1.43 times compared to the previous term.
Over the past three years, Nghe An has consistently ranked among Viet Nam’s top ten FDI-attracting localities, with total registered capital in 2021–2024 exceeding USD 4.8 billion, 4.5 times higher than the cumulative figure before 2020. Export turnover in 2025 is estimated at 4.5 billion USD, 2.98 times higher than in 2020, exceeding 155% of the target set by the congress.
Industry–construction has developed strongly, serving as the main growth driver of the economy. The average growth rate of the industrial–construction sector reached 11.85%. Manufacturing and processing industries accounted for the largest share, with new products such as electronic components and high-tech equipment emerging.
The speed of non-state capital investment has recovered, increasing rapidly in scale, quantity and quality of projects. Particularly, foreign direct investment (FDI) saw exceptional results. The province’s management, allocation, and use of public investment funds were highly praised by the central level. The province effectively addressed the issue of fragmented and prolonged investment. Key projects were prioritised and given adequate resources. Numerous strategic transport works were completed and put into operation, while national key projects crossing Nghe An’s territory were coordinated and implemented on schedule.
Through public investment, state budget capital has helped to stimulate and mobilise resources from the entire society, promoting public–private partnerships in the development of strategic infrastructure. As a result, public investment has initially fulfilled its role as seed capital, guiding and leveraging investment from other economic sectors.
Through the employment creation programme, Nghe An has created over 45,000 new jobs annually, surpassing the set target by 8.46%. The labour structure has continued to shift positively: the agricultural workforce fell from 47.03% to 34.65%, while the proportion of workers with degrees or certificates rose from 25.3% to 31%. The poverty rate is expected to decline to 3.12% by the end of 2025. Nghe An is also among the first provinces to achieve the goal of eliminating temporary and dilapidated housing for the poor in 2025.
During the 2020–2025 tenure, despite difficulties, the party committee, government, and people of Nghe An, with strong support from the central level, have achieved notable and comprehensive results. Most major targets were met or exceeded. The economy grew steadily; investment attraction improved dramatically; infrastructure developed towards modernity; key economic zones made visible progress; the political system was consolidated; and governance capacity and administrative reform saw positive transformation.
Unlocking development resources
Strategic decisions and the Party’s strong reform determination have laid the foundation and created favourable conditions for both the country and the province to grow. With special support from the central level, Nghe An now possesses key enablers such as infrastructure, development potential, and socio-economic strength, forming a solid base for breakthrough and sustainable growth.
The province is focusing on building a comprehensive set of mechanisms and policies under its authority, grouped into two priorities. The first aims to foster development — attracting investment into key sectors, promoting innovation, science and technology, the startup ecosystem, private enterprise, and new growth drivers. The second seeks to remove institutional bottlenecks, unlock development resources, liberate and unleash development resources, and strengthen decentralisation and delegation of power while clarifying accountability, promoting initiative, flexibility, and creativity at all levels and sectors.

The province will synchronously carry out solutions to increase the quality of general, vocational, and higher education towards modernity and integration, striving to have training disciplines that meet regional and international standards aligned with business demands, particularly of high-tech industries. It will also build a contingent of capable, qualified, and prestigious officials at all levels, meeting the requirements of the new development stage.
Regarding strategic transport infrastructure, the province will coordinate with the central level to accelerate the high-speed railway section passing through Nghe An; implement key projects such as the Vinh–Thanh Thuy Expressway, the upgrade of Vinh International Airport, the expansion of National Highways 7A and 48A, and the construction of Cua Lo Deep-Water Port and Quynh Lap LNG Power Plant. At the same time, the province will promote digital, science–technology, logistics, energy, irrigation, and climate adaptation infrastructure development.
Confidently entering a new era of development
Assessing both opportunities and challenges, Nghe An has identified a new development mindset for 2025–2030: pursuing a more modern growth model driven by science, technology, innovation, and digital transformation; leveraging institutional reform and governance as catalysts; and taking Nghe An’s culture and people as the foundation for creating new momentum and breakthrough development.
The province will shift from extensive to intensive growth, relying primarily on science, technology, and innovation to enhance efficiency and create high value-added products. It will develop a green economy, digital economy, marine economy, and circular economy, along with high-tech industries and services. Rapid development will be focused on the eastern region, while sustainable growth will be promoted in the western region.
Resources will be prioritised to complete local mechanisms and policies that ensure coherence, stability, transparency, and favourable conditions for socio-economic development — particularly those supporting science, technology, and innovation as well as the development of the private economy into the most important driving force of the economy.
Economic development will be tied to environmental protection, climate adaptation, and improvement of cultural and social welfare, aiming to enhance people’s quality of life. Regional cooperation, foreign relations, and international integration will be strengthened. Political stability, national defence, and social order will be maintained, building a society of order, discipline and safety for development.
Party executive committees and Party organisations at all levels will play the central leadership role in every decision. Governments at all levels will shift from administrative management to development facilitation, serving the people and accompanying businesses. The province will continue to uphold the spirit of great national unity, revolutionary tradition, self-reliance, creativity, and aspiration for progress among officials, Party members, citizens, and the business community, ensuring rapid, sustainable, comprehensive, advanced, and modern development.
With significant achievements and strong support from the central level, the Party Committee, government, and people of Nghe An are determined to sustain the traditional solidarity and comprehensive innovation, achieve breakthrough growth, and confidently advance with the whole country into a prosperous, civilized, and modern era. Nghe An aims to become a fairly developed province and a national growth pole by 2030, and a high-income, comprehensively developed, modern, and advanced province by 2045.
