2024 is also the year to accelerate the implementation of the Resolution of the 13th National Party Congress and the Resolution of the National Assembly on the 5-year socio-economic development plan for the 2021-2025 period. Although the world situation continues to face many difficulties, challenges, instability and unpredictability, domestically, socio-economic activities have recovered positively, growth exceeded the forecasts of organisations and management scenarios, the macro economy has been stable, inflation has been controlled, and major balances have been ensured.

Overcoming the common difficulties and challenges of the economy, under the drastic, close, focused and key direction of the Party Committee, the leadership of the Ministry of Construction and the solidarity, concentration, efforts and determination of cadres, civil servants, public employees and workers, the construction industry has basically completed the tasks of 2024, achieving many positive results. The legal policy mechanism is increasingly improved, the real estate market has gradually recovered through the most difficult period, and the production and business of construction enterprises have gradually overcome and stabilised.

The construction industry has had many positive changes while claiming certain achievements, the growth rate and urbanisation rate exceeded the set plan, the policy institutions are increasingly improved, and the real estate market recovered through the most difficult period. However, it still has to face the common difficulties and challenges of the economy and the existing problems and limitations that have accumulated for a long time, which are difficult to solve in the short term.

In that situation, thoroughly grasping the Government’s guiding viewpoints and action motto with the 2024 management theme “Discipline, responsibility, proactiveness, acceleration of innovation, sustainable efficiency"; at the same time, clearly identifying 2024 as an important year to implement the 5-year Plan 2021-2025; From the beginning of the year, under the drastic, close, focused and key direction of the Party Committee, the leaders of the Ministry of Construction, the administrative and public service units under the ministry and enterprises in the industry have focused and made efforts to implement the programs and plans issued by the ministry to deploy the resolutions of the National Assembly and the Government on the socio-economic development plan for 2024 and achieved many positive results.

The followings are top ten highlights of the construction sector in 2024:

1. The National Assembly passed the Law on Urban and Rural Planning - Institutional improvement continued to be a bright spot.

2. Promoting decentralisation in state management.

3. Actively removing difficulties and obstacles for key and important national projects and works.

4. The growth of the construction sector reached about 7.8% - 8.2%, the highest since 2020.

5. Social housing development received special attention.

6. The real estate market overcame the most difficult period to gain momentum for recovery and development.

7. Continuing to focus on implementing Resolution No.06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.

8. Promoting research, production, supply and use of green materials, new materials, and alternative materials in construction works.

9. Strengthening administrative procedure reform, digital transformation, and e-Government development.

10. Resolutely implementing the summary of Resolution No.18-NQ/TW and the project on streamlining the apparatus.
