It is a specific and essential programme to build and develop a distribution system for goods and services, narrowing the gap in the commercial development of remote, mountainous and island areas with other regions, contributing to promoting local socio-economic development, raising people's incomes, as well as ensuring national security in these areas.
The programme will be implemented in 287 mountainous, remote and island districts of 48 provinces and cities nationwide with a focus on such activities as building and perfecting mechanisms and policies on trade development in mountainous, remote and island areas; developing models for advantageous products; developing trade in goods and services in association with sea and island tourism activities; among others.
The programme also sets out a number of development orientations including building a commercial development model according to the commercial structure in the communes and townships; organising a business network according to agricultural products suitable to mountainous socio-economic conditions; developing wholesale markets for agricultural products in concentrated production areas; and encouraging the development of private commercial and household businesses.
