A strategic vision for the new phase of development of Laos

After days of intensive and active work, the 12th National Congress of the Lao People’s Revolutionary Party, a major political event of profound significance for the Party, the State and the fraternal Lao people, has concluded with great success.

With the adoption of numerous important documents, the 12th Congress reaffirmed the strong political determination of the Lao People’s Revolutionary Party to remain steadfast on the chosen path, while marking a new stage in the development of the Lao revolution. It contributes to further comprehensively and synchronously advancing the renewal process, firmly guiding the Land of a Million Elephants forward towards socialist goals.

The global context, characterised by rapid, profound and complex changes across many fields, has opened up both opportunities and challenges along the development journey of the Lao People’s Democratic Republic.

In response to the new requirements of the revolutionary cause, the Lao People’s Revolutionary Party continues to fulfil its glorious historic mission of leading the Lao nation to achieve outstanding accomplishments in a new phase of development, including selecting a development path suited to the country’s specific characteristics and adaptable to the new context.

The 12th Congress of the Lao People’s Revolutionary Party reviewed and assessed the implementation of the Resolution of the 11th Congress, while setting out a long-term vision to further deepen the principled and comprehensive renewal line of the Party, creating strong, profound and comprehensive transformations in the Party’s leadership work.

The Congress elected the 12th Party Central Committee; discussed and adopted the Party’s third Political Platform, affirming Laos' development goals and path towards 2055, and continuing to improve the people’s democratic regime in order to advance steadily towards the ultimate objective of the revolutionary cause.

At the Congress, delegates also discussed and adopted key documents, including the Political Report of the 11th Central Committee, the 10th Five-Year National Socio-Economic Development Plan (2026–2030), the amended Party Charter and the Resolution of the 12th Party Congress. These documents clearly outline the political line and organisational implementation line of the Lao People’s Revolutionary Party in the coming years, focusing on building an increasingly clean and strong Party and enhancing its leadership role.

As a major political event marking a new stage in the development of the Lao revolution, the 12th Congress set out important strategic orientations in the roadmap for national development through to 2055, the centenary of the founding of the Lao People’s Revolutionary Party.

Lao’s 10th Five-Year National Socio-Economic Development Plan comprises six strategic objectives and 26 key programmes, covering the economy, human resource development, livelihoods, environmental protection, connectivity and public administration. Notably, Laos aims to promote economic growth at an average rate of 6% or higher over the next five years, while accelerating the building of an independent and self-reliant economy.

This serves as an important foundation for the country’s sustainable development. The first meeting of the 12th Central Committee of the Lao People’s Revolutionary Party elected the Party’s key leadership positions.

The resounding success of the 12th National Congress of the Lao People’s Revolutionary Party once again affirmed the unity and cohesion in political stance, ideology, organisation and leadership methods within the Party, while marking a significant step in its growing strength.

The 12th Congress is a historic congress of the Lao People’s Revolutionary Party, a major milestone in the continued comprehensive and synchronous advancement of the renewal process, and the opening of a new chapter in the history of the Land of Champa flowers.

The 12th National Congress of the Lao People’s Revolutionary Party took place at a time when Viet Nam is also moving towards an important political event of watershed and historic significance for national development, namely the 14th National Congress of the Communist Party of Viet Nam.

The great comradely bond and solidarity between the Communist Party of Viet Nam and the Lao People’s Revolutionary Party has been continuously nurtured and strengthened throughout the shared history of the two countries, overcoming all periods of hardship and contributing to the success of renewal and development in each nation. The faithful, close-knit relationship, marked by unwavering mutual support in both heart and mind between Viet Nam and Laos, has become a sacred common asset of the two peoples and a decisive factor ensuring the victory of the revolutionary cause in each country.

The Party, State and people of Viet Nam sincerely congratulate the Party, State and fraternal people of Laos on their remarkable development achievements, including the successful organisation of the 12th National Congress of the Lao People’s Revolutionary Party, which has set out development orientations and a long-term strategic vision for Laos, Viet Nam’s close brotherly and comradely nation. Viet Nam will continue to work together with Laos to preserve, promote and pass on to future generations the special solidarity and enduring bond between Viet Nam and Laos.
