According to the Ministry of Health, in 2020 when both projects were halted, Bach Mai Hospital had completed 97% of its construction and equipment installation, with medical equipment valued at over 51.4 billion VND (1.98 million USD). Viet Duc Hospital had completed 86% of construction but had yet to install any medical equipment.

Following Government Resolution No. 34/NQ-CP (February 13, 2025), the Ministry of Health has actively coordinated with central agencies to resolve project bottlenecks. Since resuming construction, contractors have accelerated repairs and critical installations, especially the surgical unit, which has lagged due to dependency on imported materials.

They are committed to completing this unit by July 15 and all construction work by September 15, with final handover expected by November 15, 2025.

The 1.1 trillion VND (42.38 million USD) medical equipment package per hospital is under procurement, aiming for completion by June 30. Equipment will be allocated immediately upon arrival. The ministry also instructed hospitals to recruit and train around 2,200 staff and prepare accommodations.

Ha Nam Province has allocated land and funding for three social housing blocks for medical staff, which is set to begin in early June with a seven-month timeline. It also reserved 28 hectares for a future medical college campus.

Deputy PM Binh stressed the strategic importance of these world-class hospital projects and criticised the delays, emphasising urgent action to meet the December 2025 operational deadline. He called on ministries to resolve legal, financial, and human resource issues and urged strict adherence to legal procedures and quality standards to avoid further violations.
