Ho Chi Minh City to pilot integrated English education for preschool children

The Ho Chi Minh City People’s Committee has issued a document to pilot an integrated English education programme for preschool children across the city from the 2026–2027 academic year.

Accordingly, the Department of Education and Training is authorised to implement the programme at eligible public preschools for a period of three years, starting in the 2026–2027 academic year.

The pilot will be implemented on a voluntary basis and only with the consent of parents and caregivers. It must ensure openness and transparency, operate on a non-profit basis and must not use the state budget to pay for the service.

Participating preschools are required to provide accurate and timely information on the programme’s content, teaching hours, organisational methods, fee levels and related costs. They must ensure that the pilot does not affect the implementation of the standard preschool education curriculum or the rights of children who do not take part in the programme.

The Department of Education and Training will lead coordination with relevant agencies and units to roll out the pilot. It bears overall responsibility for selecting programmes, materials and learning resources, as well as choosing partner organisations and participating preschools.

The move forms part of Ho Chi Minh City’s broader roadmap to promote English as a second language in schools and to strengthen foreign-language teaching in the general education system.
