The workshop was held in Ha Noi on April 3 by the Party Central Committee’s Commission for Information, Education and Mass Mobilisation, in coordination with the Ministry of Education and Training and Viet Nam National University - Ha Noi.
The workshop brought together representatives from management agencies and higher education institutions to discuss solutions for applying technology in teaching, research and the implementation of language policy in the context of digital transformation.
Speaking at the event, Vu Thanh Mai, Deputy Head of the Party Central Committee’s Commission for Information, Education and Mass Mobilisation, stated that this is a strategic issue, not only for the education and training sector but also directly linked to the development of high-quality human resources, enhancing national competitiveness and promoting deeper international integration as the country enters a new era of development.
He called on management agencies, scientists, higher education institutions and the technology business community to further clarify both the theoretical and practical foundations of the policy to make English a second language, placing it within the overall national human resource development strategy in the digital era. This should not be limited to the education sector, but approached as a national development policy with inter-sectoral and inter-regional dimensions, closely linked to science and technology strategies, digital transformation and international integration.
At the same time, it is necessary to study and develop a comprehensive model of a “technology-based bilingual higher education ecosystem”, clearly defining the roles of its components, including training programmes, teaching staff, technological infrastructure, digital learning resources, governance mechanisms and evaluation systems.
In addition, priority should be given to developing national-level technology platforms to support English teaching and learning, particularly those integrating artificial intelligence to personalise learning, assess competencies in real time, and build diverse, high-quality open learning resource repositories. Efforts should also be made to foster a strong Vietnamese educational technology business ecosystem capable of accompanying the higher education system in developing advanced technological solutions tailored to Viet Nam’s specific conditions.
Clarifying effective coordination mechanisms among the State, educational institutions and enterprises has also been identified as a key factor. In this framework, the State plays a facilitating role by issuing mechanisms and policies; educational institutions act as the implementing bodies; and technology enterprises provide solutions and support ecosystem development, thereby ensuring the feasibility and effectiveness of proposed measures.
In practice, the implementation of major policies cannot be separated from the role of technology. On October 27, 2025, the Prime Minister approved the project “Making English a second language in schools for the 2025–2035 period, with a vision to 2045”, which outlines eight groups of tasks and solutions, with the application of advanced technologies and artificial intelligence identified as a key component.
Tasks such as developing learning materials, innovating teaching methods, assessment and evaluation, developing the teaching workforce, and creating an English-using environment in schools are all closely linked to technological solutions, demonstrating that the integration of technology and education is a key condition for effectively achieving the set objectives.
At the workshop, delegates focused on discussing orientations, plans and roadmaps for implementing the policy of making English a second language in education; the current state of English use in Vietnamese educational institutions; domestic and international experiences in applying technology to teaching, learning and English proficiency assessment; as well as technological solutions and coordination mechanisms among the State, educational institutions, experts and enterprises to effectively implement and accelerate this policy.
