English to be introduced as second language in schools

The Ministry of Education and Training has announced it is actively drafting a proposal to gradually introduce English as a second language in schools for the 2025–2035 period, with a vision to 2045.

This initiative is a key directive outlined by the Politburo in Conclusion No. 91-KL/TW, which states: “Focus on improving students’ foreign language proficiency, gradually introducing English as a second language in schools...”

Following the issuance of this conclusion, the Ministry of Education and Training collaborated with the Ho Chi Minh City Department of Education and Training to host a workshop to explore implementation strategies for this goal.

At the workshop, the Ministry proposed the development of a national plan with clearly defined goals and a phased roadmap. It also began initial consultations with relevant stakeholders.

According to the Ministry, its departments have been actively working on a draft proposal on gradually introducing English as a second language in schools for the 2025–2035 period, with a vision to 2045. Feedback is now being gathered from various parties.

Speaking at the editorial board meeting on April 10, Deputy Minister of Education and Training Pham Ngoc Thuong emphasised that although the approach is “gradual”, swift action is essential, especially as Vietnam enters a new era of growth where foreign languages play a crucial role in deepening global integration. “We must move forward quickly and seriously. Despite limited time, the plan must be executed thoroughly and methodically,” he stressed.
