The city aims to keep its Public Administration Reform Index (PAR INDEX) in the top tier among centrally-run cities and provinces. Ha Noi also targets an increase in both the overall satisfaction rate and national ranking in the Citizen Satisfaction Index (SIPAS), while maintaining its position in Group 2 (Medium-High) within the Provincial Governance and Public Administration Performance Index (PAPI).
To reach these goals, Ha Noi has mandated the implementation of ongoing reform plans for the 2021–2025 period. This includes the PAR master plan, and dedicated strategies for improving SIPAS and PAPI scores. Authorities are tasked with addressing underperforming criteria and improving evaluation methods in line with Ministry of Home Affairs standards to ensure accuracy and predictive reliability.
The city will continue to promote digital transformation in administrative processes and enhance its data systems for policy advising. Leadership accountability will be reinforced, with heads of departments, agencies, and localities to be responsible for meeting assigned targets.
Structural reforms will include the reorganisation of administrative units and development of a two-tier local government model. Training will be prioritised for civil servants, particularly in areas related to the SIPAS, PAR INDEX, and PAPI metrics.
Training sessions will target staff involved in administrative reform, those handling public services, and IT personnel. In parallel, Ha Noi will maintain public and business feedback channels on administrative procedures to reduce delays and improve service efficiency.
Departments and commune-level People’s Committees are required to submit detailed implementation plans and report results regularly, with clear accountability for any shortfalls affecting the city’s performance ratings.
