With the spirit of “traditional friendship – practical cooperation – sustainable development,” the forum provides fresh momentum to boost trade, investment, and economic linkages between Ha Noi and Moscow.
Speaking at the event, Vice Chairman of the Ha Noi Municipal People’s Committee Nguyen Manh Quyen affirmed that Ha Noi always values, and is ready to create, the most favourable conditions for Russian enterprises to invest and conduct business in the capital. As Viet Nam’s political–administrative centre and one of the country’s two largest economic hubs, Ha Noi boasts well-developed infrastructure, a young workforce, and a transparent, stable investment environment.
In 2024, Viet Nam–Russia trade turnover reached 4.59 billion USD, up 26% from 2023. Ha Noi alone has received 167.5 million USD in FDI from Russia, mainly in manufacturing, information technology, accommodation services, retail, and construction. Despite its modest scale, cooperation potential remains significant, providing ample opportunities for further breakthroughs in the years ahead.
Vice Chairman Quyen emphasised that Ha Noi prioritises attracting high-tech projects, particularly in smart electronics, precision engineering, automation, biotechnology, information technology, cybersecurity, digital data, and artificial intelligence — areas in which Russian enterprises possess strong capabilities and seek expanded collaboration.
Ha Noi proposed boosting joint trade–tourism promotion programmes, restoring and adding direct flights, and simplifying import–export and tourism procedures to facilitate business exchanges and market access between the two sides.
The city also strongly encourages green and environmentally friendly investment projects that include commitments to technology transfer, workforce training, and linkages with domestic enterprises — consistent with Ha Noi’s sustainable development strategy.
Building on this cooperative foundation, Russian partners expressed strong interest in enhancing ties with Ha Noi across various fields.
Sergey Cheremin, Minister of the Moscow Government and Head of Moscow’s Department for External Economic and International Relations, affirmed that Moscow highly values its friendship with Ha Noi and considers this one of Russia’s most dynamic and effective inter-regional partnerships.
Moscow is currently Russia’s leading investment hub, with total foreign investment reaching 250 billion USD, and has ranked first nationwide in investment environment quality for seven consecutive years. The city possesses advanced transport–logistics infrastructure, a highly skilled workforce, and robust technological capacity, especially in manufacturing, aerospace, IT, healthcare, and urban digitalisation.
In 2024, Moscow–Viet Nam trade grew nearly 30% to 2.5 billion USD — clear testimony to the vitality of bilateral economic cooperation.
Vice Chairman Nguyen Manh Quyen reaffirmed Ha Noi’s commitment to “act with the highest political determination” to ensure a transparent, fair, and attractive investment climate and to accompany Russian enterprises throughout their exploration, investment, and operations in the capital city of Viet Nam.
Counsellor at the Russian Embassy in Viet Nam Ivan Nesterov stressed that Viet Nam always holds a priority position in Russia’s foreign policy in the Asia-Pacific region. Despite global geopolitical complexities, Viet Nam–Russia cooperation continues to grow steadily thanks to high political trust and the resilience of both economies. He noted that bilateral trade increased by over 20% over the past year, opening new cooperation prospects, especially as both countries are gradually expanding local-currency settlements and establishing new logistics routes.
Counsellor Ivan Nesterov affirmed that Russia stands ready to advance major projects in Viet Nam, including cooperation in energy, civilian nuclear technology, science–technology, and industrial expansion, such as the production of GAZ-branded vehicles. He highlighted Ha Noi as a promising priority destination for Russian enterprises expanding into Southeast Asia.
