The Ministry of Justice has officially launched a pilot version of an online system that allows citizens and businesses to submit feedback and recommendations regarding legal normative documents.

By either installing the "feedback and recommendations on legal normative documents" mobile app or visiting https://paknvbqppl.moj.gov.vn, users can easily report inconsistencies, overlaps, or inadequacies in existing legal documents.

The system was developed under Decision No. 244/QD-TTg, dated February 5, 2025, as issued by the prime minister, approving the scheme “Applying digital technology to receive and process feedback and recommendations on legal normative documents.”

It aims to concretise the government’s goal of building a digital and transparent administration, while enhancing the efficiency of state governance and ensuring the public’s right to participate in legal and policy oversight.

This is the official, transparent and user-friendly channel for individuals and organisations to report legal bottlenecks or contradictions in regulatory documents. It helps relevant ministries, sectors, and localities to promptly receive, classify, address, and respond to the public’s feedback in line with current regulations.

Users can create accounts to submit their feedback digitally, eliminating the need to send hard-copy letters or visit state agencies in person. Once submitted, the system automatically categorises the feedback and forwards it to the relevant authorities for review and resolution.

Importantly, the system ensures transparency by enabling users to track the processing of their feedback. Responses are posted publicly on the platform, with links to the specific legal documents in question.

The system is integrated with the national population database (VNeID) to verify user identities, improve the quality of feedback, and connect with the national legal database for easy access to relevant legal provisions.
