Notably, domestic taxes account for the majority of revenue; many important tax categories have met or exceeded targets, reflecting a clear recovery and substantial growth of the local economy.
Overcoming difficulties and striving for development
2025 was a particularly challenging year for the North Central provinces, as they had to simultaneously cope with several major challenges: natural disasters, storms, and floods causing severe damage to housing and infrastructure; and the need to streamline the organisational structure and implement a two-tiered local government model in accordance with the central government's policy.
In this context, the results of state budget revenue collection achieved by the province are not only a bright spot but also exceed expectations, carrying significant economic and political implications.
According to estimates, the total state budget revenue of the three provinces of Thanh Hoa, Nghe An, and Ha Tinh in 2025 reached over 100 trillion VND, nearly 140% of the projected target and the highest level ever (Thanh Hoa reached nearly 55 trillion VND, Nghe An reached 26.56 trillion VND, and Ha Tinh reached nearly 20 trillion VND).
According to Tran Bau Ha, Vice Chairman of the People’s Committee of Ha Tinh province, in 2025, the local industrial production maintained its recovery momentum, with the industrial production index (IIP) estimated to increase by nearly 7% compared to the same period in 2024.
Key products are expected to see significant growth: electricity production is estimated at nearly 11 billion kWh (an 8% increase); battery production is estimated at nearly 54,000 packs (more than nine times higher); yarn production is estimated at nearly 10,000 tonnes (a 12% increase); and beer production is estimated at over 84 million liters (a 2% increase). New products include an estimated 19.5 million battery cells and over 22,000 electric vehicles.
Notably, key industrial projects are being accelerated: Unit 1 of the Vung Ang II Thermal Power Plant officially commenced commercial operation in July 2025; the VINES battery pack manufacturing plant has completed upgrading its production line from 100,000 packs/year to 230,000 packs/year and is currently undergoing trial production; the VinFast electric vehicle manufacturing plant officially commenced operations in June 2025; and the Vinhomes Vung Ang Industrial Park commenced construction in August 2025.
Ha Tinh is one of the localities with the highest public investment disbursement results nationwide. Thanks to this, the province’s economic growth rate reached 8.78%, ranking 10th out of 34 provinces and cities nationwide, and first in the North Central region. This is the main driving force for growth and the primary factor contributing to increased budget revenue in the province.
In Nghe An, with the motto “Discipline and responsibility; proactive and timely; focused on key areas; accelerated breakthroughs,” the province not only focuses on increasing immediate revenue but also concentrates on restructuring revenue sources towards sustainability, improving the quality of revenue management, combating revenue loss, handling outstanding debts, and expanding the revenue base.
A key highlight contributing to this outstanding success is the genuine partnership between the government and the tax sector with the business community and households. Instead of just applying administrative measures, the province focuses on removing difficulties and obstacles, creating conditions to promote production and business to “nurture” long-term revenue sources.
In early November, the province implemented a decisive and systematic “30-day campaign” to transform the tax management model for business households, yielding significant results. As a result, 100% of eligible households are now using electronic invoices from cash registers; almost all taxpayers have installed eTax Mobile; and households with revenue of 1 billion VND or more have switched to declaring taxes or operating under a corporate model.
The province also recovered nearly 15 billion VND, a 23% reduction compared to the period before October 31, 2025… This significantly contributes to the transparency of business operations, combating tax evasion, and creating a fair competitive environment.
In addition, the Nghe An tax sector is promoting the application of information technology and digital transformation in its management, administration, and administrative procedures. Processing documents electronically shortens processing times, increases transparency, and reduces informal costs for businesses and taxpayers.
Proactive and responsible tax declaration and payment
These days, the “one-stop” service centres for the Tax and Customs agencies in Thanh Hoa are experiencing a significant drop in direct transactions. By promoting digital transformation and applying information technology, registration, tax payment, and customs declaration procedures are all conducted electronically, facilitating convenience for citizens and businesses.
A strong campaign to promote and guide businesses currently paying flat-rate taxes to switch to online tax declaration has been implemented. Tax officials and software providers are visiting businesses to guide them on installing and using the software, and providing voice support for tax declaration.
Yen Doanh, the owner of a grocery store in Quang Phu ward, Thanh Hoa province, shared: “Our business has proactively installed software to update incoming and outgoing goods, uses electronic cash registers with integrated tax invoice generation, and pays lump-sum revenue taxes online. For middle-aged business owners, learning and using management software, conducting business, and fulfilling related financial obligations online is basically convenient when filing taxes through the application software.”
Over the years, the tax and customs sectors have focused on diversifying their communication methods to raise awareness and responsibility while ensuring the rights of taxpayers. However, many businesses still deliberately evade taxes, causing revenue losses and negatively impacting the production and business environment.
Recently, the Criminal Police Department of Thanh Hoa Provincial Police, in coordination with the Hac Thanh Ward Police, simultaneously inspected gold and silver trading activities at several establishments in the area. Through this, authorities discovered that the owner of Kim Chung Gold and Silver Trading Company Limited had instructed employees to create dozens of personal accounts to conduct gold buying and selling transactions with the aim of evading taxes.
One employee’s account at BIDV Bank alone conducted transactions totalling 163 billion VND in November and December 2024, evading nearly 500 million VND in taxes. Therefore, the company only pays nearly 10 million VND in taxes to the State each month, while its revenue is projected to reach 5 trillion VND from 2020 to 2025.
Based on the collected investigation documents, the Thanh Hoa Provincial Police Investigation Agency has issued indictments against three defendants for the crime of “Tax Evasion”. Public opinion acknowledges and highly appreciates the role of the police force in resolutely combating and detecting tax evasion, creating a transparent and equitable investment, production, and business environment, and increasing revenue and expenditure for development investment.
The Standing Vice Chairman of the Nghe An Provincial People’s Committee, Bui Thanh An, affirmed that, overall, the 2025 budget revenue will not only be successful in scale but, more importantly, successful in quality and sustainability.
This provides a solid foundation for the province to enter the 2025-2030 term with the goal of achieving an average annual GRDP and budget revenue growth of 12% or more. 2026 – the first year of the term – is significant in laying the groundwork and creating momentum for the entire development period.
