This heartfelt and determined statement was made by Prime Minister Pham Minh Chinh while chairing a hybrid meeting with ministries, central agencies and local authorities to review the implementation of the Quang Trung Campaign to rebuild and repair homes that collapsed, were swept away or severely damaged by recent storms and floods.
A government of action standing with the people
Upon arriving at Hpa Thinh — the epicentre of flooding in Dak Lak Province—Prime Minister Pham Minh Chinh announced the launch of the Quang Trung Campaign.
This people-centred initiative was deployed to rebuild every collapsed home and repair every damaged one, ensuring residents have secure shelter to celebrate the 2026 New Year and the Lunar New Year of the Horse.
The Government leader called for mobilising resources from central authorities, localities, philanthropists, and even the affected families themselves. He ordered full participation from military forces, police, militia and self-defence units, and local authorities. All efforts must be organised meticulously, with no stage allowed to lag and no task left unattended.
The nation’s power lies in solidarity and the proactive Government’s resolve to protect its people.
Under the campaign, a total of 1,653 new houses need to be built and 35,731 houses require repairs for households affected by disasters across central provinces from Ha Tinh to Lam Dong.
In response to the Prime Minister’s direction, provinces in the central region, hardest hit by disasters, have acted decisively on the Quang Trung Campaign.
As of mid-December, construction had begun on 1,622 new houses — an increase of 651 compared with the previous week — of which 474 have already been completed. Meanwhile, 32,559 out of the 35,731 houses requiring repairs have been fixed.
Experience has shown that a nation’s strength is not measured solely by economic indicators or bustling cities but in the moments when authorities stand shoulder-to-shoulder with people amid mud and ruins during disasters.
This experience underscores a vital truth: the nation’s power lies in solidarity and the proactive Government’s resolve to protect its people.
Rebuilding homes, restoring lives
By mid-December, the Government had supported the four provinces of Dak Lak, Gia Lai, Lam Dong, and Khanh Hoa with a total of 2.14 trillion VND, while the Viet Nam Fatherland Front Central Committee allocated an additional 275 billion VND to affected areas.
This demonstrates the State’s timely aid through cash, policies, machinery, and core forces stationed directly in flood zones to rebuild homes. Moreover, it proves the Quang Trung Campaign is a timely, well-considered decision grounded in effective long-term humanitarian policies.

In just the past year, over 334,000 homes have been built or repaired using combined resources from central and local governments, the Viet Nam Fatherland Front, businesses, and the residents themselves.
This reaffirms the expansion of the social safety net, shielding people from harsh disasters and the risk of re-impoverishment after a single storm erases years of progress.
Given the extreme storms and record-breaking floods causing severe consequences nationwide — especially in central provinces, collapsing homes, claiming lives, and sweeping away assets — the Prime Minister issued urgent directives for timely recovery, ensuring the fastest possible restoration of people’s lives.
The Government leader has requested that any difficulties arising during the implementation of the Quang Trung Campaign, including funding shortfalls and shortages of construction materials, labour or equipment, must be reported promptly to the Prime Minister for resolution, underlining that there is no justification for further delays in rebuilding or repairing homes for people affected by natural disasters.
The Quang Trung Campaign is seen as a catalyst for faster and more sustainable recovery, extending beyond housing restoration to reinforcing essential infrastructure, enhancing community resilience, and strengthening public trust in the Party and Government.
