Quang Trung Campaign: Troops race to rebuild flood victims' homes before Tet

The historic floods from November 16 to 22 have caused severe damages for the people in the Central and Central Highlands provinces. Amid the rubble and devastation, the timely presence of military forces has become a solid pillar of support for people in disaster-hit areas.

On December 1, 2025, the Quang Trung Campaign was launched under Prime Minister Pham Minh Chinh’s directive to ensure that flood-hit families have safe housing before Tet (Lunar New Year).

According to the Search and Rescue Department of the Viet Nam People's Army, under the campaign, the Ministry of National Defence has mobilised 5,627 officials and soldiers — including regular troops and militia, with 254 vehicles of various types — towards rebuilding 382 houses destroyed by storms and floods.

Accelerating the build amid rain and ruins

In Phu Huu Village, Hoa Thinh Commune, Dak Lak Province, officials and soldiers from Division 315, Military Region 5, are working on the construction of 16 homes to help the locals.

Lieutenant Colonel Vo Duc Cuong, Deputy Division Commander and Chief of Staff of Division 315, reported that continuous rain over many days has saturated the soil, making it very difficult to dig foundation pits or secure rebar.

However, despite the unfavourable weather, the construction teams persist, carrying out multiple tasks simultaneously to accelerate progress and ensure a fast yet solid, urgent yet durable result.

He noted that to optimise productivity, the unit divided the 16 houses into four clusters, working overtime to meet deadlines. If it rains, the lads erect tarps for temporary shelter; each team seizes every minute and hour to mix concrete, build walls, and pour columns.

Four houses of Pham Van Khanh, 79, and his three children were completely destroyed, with most of their possessions swept away by the flood or buried and ruined. Khanh said with gratitude that with no homes left, his family couldn’t manage without the support of army troops.

Under drizzling rain and cold winds, officials and soldiers from Construction Team No. 1 under Logistics-Technical Department, Military Region 5, are urgently building a house for Tran Thi Duyet’s family.

The troops divide into groups to cut steel, assemble foundation frames, formwork, mix mortar and push sand. Each soldier has a specific task, coordinating closely with skilled, professional movements.

Many officials and soldiers had never done construction work before, but with a sense of responsibility, affection for the people, and determination, they quickly mastered the techniques, ensuring quality in every element. All share the spirit of working regardless of weather, putting the people's needs first.

All-out effort and resources to build homes for the people

In response to the damage from Typhoon Fengshen, alongside fulfilling training and combat readiness duties, the Da Nang City Military Command assigned additional tasks to units.

The highest priority is placed on ensuring that no residents lack homes as Tet approaches, promoting the spirit of “rebuild homes as soon as possible — guarantee a full Tet celebration for the people.”

Despite having just stretched themselves to help locals recover from Typhoon Fengshen, officials and soldiers from Da Nang's armed forces immediately marched to Dak Lak Province to help people build new homes.

The City Military Command has mobilised nearly 500 officials, soldiers, and regular militia, organised into mobile teams and house-building squads with clear task assignments.

Forces are deployed to severely affected areas, especially mountainous communes where people face great difficulties. Efforts focus on accelerating repairs and rebuilding 275 collapsed, roofless, or heavily damaged homes; prioritising families of policy beneficiaries and those in hardship.

To date, armed forces from agencies, units, and five provinces and cities in Military Region 5 are going all out to help people build homes.

Just one day after the Prime Minister's directive on the Quang Trung Campaign, Military Region 5 deployed 80 construction teams, each with 12 to 15 officials and soldiers, fanning out to 80 locations with the people.

However, faced with damage far exceeding expectations, additional forces and equipment have been called up, taking on 213 damaged homes in provinces Gia Lai, Dak Lak, and Khanh Hoa.

New homes will gradually be completed as a special gift for the people to enjoy a warm upcoming Tet holiday. This also demonstrates the affection, dedication, and responsibility of Uncle Ho's soldiers, who always stand shoulder-to-shoulder with the people to overcome disasters and hardships.

Major General Tran Thanh Hai, Deputy Commander of Military Region 5, said that besides directing subordinate units, the Region Command coordinated with Ministry of National Defence’s units stationed locally, mobilising thousands of officials and soldiers plus hundreds of vehicles to aid the people.

Relevant units have closely coordinated with local Party committees and authorities to review each household's situation, ensuring swift progress, decisiveness, and effectiveness, while strictly maintaining discipline and absolute safety for personnel and equipment.

“Local Party committees and authorities have provided detailed information, directing forces to monitor and oversee technical expertise for the best and fastest construction,” said Dao My, Deputy Chairman of Dak Lak Provincial People's Committee.

Thanks to rational and scientific organisation of forces, smooth coordination between functional units and local authorities, construction progress has accelerated significantly. In addition to building homes, military units organise visits and gift-giving to those in hardship while forces directly carry out tasks locally.

New homes will gradually be completed as a special gift for the people to enjoy a warm upcoming Tet holiday. This also demonstrates the affection, dedication, and responsibility of Uncle Ho's soldiers, who always stand shoulder-to-shoulder with the people to overcome disasters and hardships.
