Relief efforts unite Viet Nam’s flood-stricken communities

At present, millions of people across Viet Nam have come together with compassion and solidarity to support those affected by severe flooding in the northern provinces of Thai Nguyen, Bac Ninh, Cao Bang, and Lang Son. Amid these challenging times, communities and organisations are mobilising resources and efforts to provide urgent relief and assistance to flood victims.

Supporting lives amid the flood-hit areas

In three central wards and several border communes of Cao Bang Province, residents have organised cooking venues offering tens of thousands of free meals to disadvantaged individuals and families affected by flooding.

Cu Thi Vien, owner of a restaurant under Cao Bang General Trading Joint Stock Company, shared that, during two periods of heavy rain and floods caused by typhoons Bualoi and Matmo, her restaurant distributed 870 free meals along with 10 boxes of bottled water and 10 boxes of instant noodles to people in flood-affected areas. Ingredients and essential supplies were contributed by the restaurant, local residents, and the Thuc Phan Ward authorities.

These days, delegations of Cao Bang Provincial Women’s Union visited presented gifts to disadvantaged people in the locality. Many union members have set up cooking kitchens to provide free meals for numerous people.

On October 11, several communes and wards in the northern part of Thai Nguyen province established working groups to head southward to support post-flood recovery.

In addition to donating money and essential goods, the teams have also taken part in cleaning and environmental sanitation at offices and schools and helping lonely elders to tidy up their homes.

Community aid and national solidarity in action

From all over the country, many agencies, organisations, and individuals have also been turning their hearts to the flood-affected people of Thai Nguyen, Bac Ninh, Cao Bang, and Lang Son.

Last weekend, Division 327 of the Air Defence-Air Force Command travelled nearly 1,000 km from Da Nang to directly hand over 17 tons of rice, 600 boxes of instant noodles, medicines, life jackets, and lifesaving rings to Thai Nguyen Province.

Many trucks loaded with goods from Ho Chi Minh City, Dak Lak, and elsewhere have been busy heading to Thai Nguyen Province.

Preliminary statistics as of the afternoon of October 11 show that over 40 volunteer groups have come to support the people of Thai Nguyen Province. Numerous medical facilities from various provinces and cities have also dispatched teams to assist the province with environmental treatment, disease prevention, and healthcare.

Notably, many enterprises have applied modern technology to support rapid and effective relief efforts.

In Bac Ninh Province, Viettel Group used drones for the first time to deliver relief goods to isolated areas.

Lieutenant Colonel Nguyen Trong Dang, Deputy Director of Viettel Bac Ninh, reported that on October 10, the group deployed eight technical staff and five drones to Dong Ky Commune to deliver relief supplies to flood-affected people.

Despite adverse weather conditions, the team successfully transported over 300 kg of goods. Each drone can carry 50 kg of supplies.

In the morning, the team delivered several tonnes of aid to the flood victims in Da Mai Ward. In the afternoon, they moved on to Bo Ha Commune.

If the weather becomes more favourable, the drone team can transport tens of tonnes of relief supplies daily to people in isolated locations, especially where boats or ships cannot reach.

Preliminary statistics as of the afternoon of October 11 show that over 40 volunteer groups have come to support the people of Thai Nguyen Province.

On October 12, Prime Minister Pham Minh Chinh signed Decision No. 2241/QD-TTg to provide urgent financial support worth 400 billion VND to the four provinces of Thai Nguyen, Cao Bang, Lang Son, and Bac Ninh to overcome the consequences of the second wave of heavy rain and floods.

Accordingly, Thai Nguyen is supported with 250 billion VND, Cao Bang 50 billion VND, Lang Son 50 billion VND, and Bac Ninh 50 billion VND.

The government leader asked the People’s Committees of these localities to take responsibility for managing and using the funding according to legal regulations, ensuring correct usage purposes, appropriate beneficiaries, transparency, and preventing loss or corruption.

They have been requested to report on the fund usage results to the Ministry of Finance, Ministry of Agriculture and Environment, and relevant agencies for consolidation and reporting to the prime minister.

Previously, on October 8, Prime Minister Pham Minh Chinh signed Decision No. 2221/QD-TTg to disburse 140 billion VND to these four provinces, allocated as follows: Thai Nguyen, 50 billion VND; Cao Bang, 30 billion VND; Lang Son, 30 billion VND; and Bac Ninh, 30 billion VND.
