Based on the actual assessment of the results of the first pilot phase, the MoT has continued to develop a plan to restore domestic routes from October 21 to November 30, 2021.

Specifically, the Hanoi - Ho Chi Minh City, Hanoi - Da Nang, Da Nang - Ho Chi Minh City routes and vice versa will operate no more than 6 flights per day each way from October 21 to November 14, and no more than 7 flights per day each way from November 15-30. Other routes may operate no more than 4 flights per day each way.

The operating frequency of each airline on each flight segment will be increased by 1 flight per day on November 1 and November 15, 2021, if the average seat occupancy on that route of all airlines reaches 75% or more within the previous 7 days.

According to a representative from the MoT, within 15 days from the date of application, the Civil Aviation Authority of Vietnam will assess the epidemic control situation in localities nationwide to propose a specific plan to adjust to the appropriate operating frequency.

The MoT has also asked airlines to only accept and transport passengers with travel needs for the economic recovery process in the order of priority: public service activities, COVID-19 epidemic prevention and control forces, professionals, managers, entrepreneurs and other subjects.

Regarding railways, from October 21, freight transport will comply with the published train schedule according to regulations.

Passenger rail transport on the Hanoi-Ho Chi Minh City route will run with a maximum of 4 pairs of trains per day and night from Hanoi to Ho Chi Minh City, 1 pair per day and night from Hanoi-Vinh, 1 pair per day and night from Saigon-Da Nang, and no more than 3 pairs per day and night from Hanoi-Hai Phong.
