The eighth congress of Central Public Security Party Committee

Steadfast in the belief of certain victory

The eighth congress of the Central Public Security Party Committee for the 2025–2030 term is taking place at a time when the entire Party, people, and armed forces, under the Party’s leadership, are working to implement successfully the Resolution of the 13th National Party Congress and to vigorously implement the Party’s resolutions so as to firmly advance the country into a new era.

During the term of the seventh congress of the Central Public Security Party Committee, under the Party’s absolute and direct leadership in all aspects, the State’s unified management, close and effective coordination with the People’s Army, central and local agencies, support from the people and international partners, with breakthrough and transformative results, with innovative thinking, wholeheartedly serving the Fatherland and the people, the People’s Public Security force has grown remarkably. It has not only further glorified the proud tradition of 80 years of building, fighting, and maturing, but has also consolidated its strength, fortified steadfast will and faith to overcome all tempests, safeguarding firmly national security, protecting the Party, the socialist regime, and the people in the new stage of the country’s revolution.

The 2025–2030 period marks a stage where the entire country, under the Party’s leadership, advances firmly into an era of prosperity and strength. Meanwhile, the global and regional situation is undergoing rapid changes. Great-power competition, tendencies of separation and fragmentation, power politics, arms races, and the use of force in international relations; rapid development of science and technology; and both traditional and non-traditional security issues—particularly natural disasters, epidemics, cyber security, and energy security—are becoming increasingly complex, with new factors emerging. These developments exert direct and multi-faceted impacts, heightening challenges to the security and interests of nations, including Viet Nam.

Domestically, hostile and reactionary forces are expected to exploit shortcomings and gaps in the early stage of implementing the two-tier local government model, and in rolling out the approaches in the Resolution of the 14th National Party Congress and in the revolutionary, breakthrough measures in recent central resolutions on leap-forward development of science and technology, innovation and national digital transformation; on international integration in the new context; on reforming the work of law-making and law enforcement to meet the country’s development requirements in the new era; on developing the private economy; on breakthrough development of education and training; on certain breakthrough measures to strengthen the protection, care for and improvement of public health; and on ensuring national energy security to 2030 with a vision to 2045 to to carry out sabotage activities, with plots and operations that are increasingly sophisticated and dangerous, aiming to divide the great national unity bloc, drive a wedge between the people and the Party and the State, and weaken the resolve of cadres, Party members and the people.

This situation poses very high requirements and glorious responsibilities for the Central Public Security Party Committee and the entire People’s Public Security Force before the Party, the State and the people in the new revolutionary stage.

These are high requirements for protecting the Party, safeguarding the socialist regime, protecting the people, ensuring the victorious implementation of the 14th Party Congress Resolution and the Party’s strategic orientations and objectives.

High requirements for safeguarding economic security in line with rapid and sustainable development goals, not only fulfilling traditional economic security functions but also expanding into the data economy, digital economy, border economy, and circular economy.

High requirements for protecting internal political security, ideological and cultural security, especially during critical junctures.

High requirements for safeguarding external security, strategic-area security, social security, labour security, and cyber security. The task is to absolutely prevent passivity or surprise, stop Viet Nam from becoming an “intelligence battlefield,” and avert terrorism, riots, and the formation of opposition political organisations at home.

Tasks of continuing resolute suppression of crime, creating positive changes in social order and safety, minimising traffic accidents, fires and explosions, raising law-abiding awareness and compliance in the people, for their peaceful and happy life.

Public security must contribute more to achieving the two centennial strategic goals under the Party’s leadership.

Drawing on lessons from five years of implementing the Resolution of the Seventh Party Congress (2020–2025) and 80 years of tradition in building, fighting, and maturing, the Central Public Security Party Committee and the People’s Public Security force have forged a unified awareness of the tasks of the new revolutionary stage. They form a bloc of unity with strong consensus in will and action. They are determined to implement synchronised, effective mearsure to safeguard security and order. As General Secretary To Lam repeatedly emphasised: “It is not only about maintaining a peaceful, stable environment, ensuring security and order, and building a disciplined, safe and healthy society, but through ensuring security and order, we must also make an important contribution to creating, promoting and seizing opportunities for the successful implementation of the Party’s strategic goals; safeguarding security and order must lay the foundation for the success of sustainable and high-quality development.”

At the same time, the political report submitted to the congress sets out the orientation for the 2025–2030 term.

These include maintaining the Party’s absolute, direct leadership over all aspects and the State’s unified, centralised management of the People’s Public Security; enhancing leadership capacity; building grassroots Party organisations that truly serve as political nuclei at the local level—clean, strong, comprehensive, reputable and capable of leading all aspects of public security work.

The report calls for renewing the mindset on security and order in the new era: “using development to achieve stability, and maintaining stability as the foundation for successful, rapid, sustainable and high-quality development”; “safeguarding security and order to establish and expand space for a peaceful, favourable environment for socio-economic development.”

Mobilising all lawful resources to develop the security industry and implementing measures to ensure security and order. Comprehensively reforming the Public Security work by closely combining human factors with science–technology application; perfecting the “art of safeguarding national security and social order and safety” in defending, protecting and developing the country.

Proactively grasping the situation, further enhancing the effectiveness of strategic advisory work for the Party and State. Actively participating in maintaining international peace and security, multilateral and bilateral cooperation mechanisms. Mobilising the synergy of the political system and the people, upholding the core role of the Public Security in firmly ensuring security and order in all situations, serving national construction and development in the new era.

To achieve the set objectives and orientations, the Central Public Security Party Committee and the entire People’s Public Security force unanimously define three groups of targets with dozens of specific indicators across all fields of work; eight groups of tasks and solutions; and three strategic breakthroughs, focusing on perfecting the legal and institutional system on security and order; effectively mobilising resources to build the Public Security Force by 2030 to be regular, elite and modern. Building a contingent of People’s Public Security officers with “straight spines, strong muscles and warm hearts” to “overcome all challenges and fulfil every task,” as directed by General Secretary To Lam at the ceremony marking the 80th anniversary of the People’s Public Security Traditional Day and the 20th All-People’s Day for Safeguarding the Homeland’s Security, where the People’s Public Security force was awarded the Gold Star Order for the fifth time.

Strongly innovating thinking and action, moving from “duty of service” to “duty of service and dedication”, and from “command and obedience” to “command, obedience, and proactive, creative development.”

Comprehensively transforming operational methods by harmoniously and closely combining tradition with modernity on the basis of synchronised, modern and highly secure infrastructure; building a security industry that meets the requirements of strengthening security and order capacity.

Under the Party’s absolute and direct leadership in all aspects, with high willpower and determination, aspiration to dedicate, courage to think, act, innovate and take responsibility for the common cause, the of the Central Public Security Party Committee and the entire force are confident of overcoming all difficulties and challenges, excellently fulfilling all political tasks with the highest requirements in the new revolutionary stage, affirming the role of the core and key force in realising the Party’s strategic goals: “peace, stability; rapid and sustainable development; and improvement of all aspects of the people’s life.”
