Towards gender equality and safety for women and girls in digital era

The 2025 National Action Month for Gender Equality and Gender-Based Violence Prevention and Response has chosen the theme “Gender Equality and Safety for Women and Girls in the Digital Era.”

The Ministry of Home Affairs has issued Official Dispatch No. 8935/BNV-CTTN&BĐG guiding the implementation of the 2025 National Action Month for Gender Equality and Gender-Based Violence Prevention and Response (hereafter referred to as the Action Month). Accordingly, this year’s theme is “Gender Equality and Safety for Women and Girls in the Digital Era.”

In line with Resolution No. 28/NQ-CP dated March 3, 2021, of the Government, which promulgates the National Strategy on Gender Equality for the 2021–2030 period, and Decision No. 1790/QD-TTg dated October 23, 2021, of the Prime Minister approving the Communication Programme on Gender Equality to 2030, the Ministry of Home Affairs has been assigned to chair the organisation of the Action Month for Gender Equality and Gender-Based Violence Prevention and Response from November 15 to December 15 each year.

To ensure synchronised and effective implementation in 2025, the Ministry has provided detailed guidance on key contents as follows:

The Action Month aims to achieve four specific objectives:

First, to enhance the role, responsibility, and effectiveness of coordination among ministries, sectors, and localities, thereby mobilising the collective strength of the entire political system and the public in promoting gender equality and preventing and responding to gender-based violence.

Second, to strengthen nationwide communication and raise public awareness of the importance of gender equality and safety for women and girls in the digital age, and to encourage collective and community actions that protect women and girls from risks and dangers encountered on online platforms.

Third, to attract attention and promote the active participation of individuals, families, communities, agencies, and organisations in ensuring safety, equality, and the prevention of violence against women and girls in the application of science, technology, and digital transformation.

Fourth, to foster awareness that leads to a change in perceptions, attitudes, and behaviours regarding gender inequality, and to encourage women and girls to participate proactively and safely in digital spaces, thereby contributing to a more equal and secure environment in the digital era.

The planning and implementation of the Action Month’s activities must be synchronised, effective, practical, and economical, while being adapted to the actual conditions of each agency, unit, and locality. At the same time, it is necessary to strengthen the application of information technology and digital transformation in disseminating laws, policies, and activities in response to the Action Month.

With a focus on applying science and technology and promoting digital transformation to advance gender equality, protecting women and girls in cyberspace, and reducing gender-biased attitudes and behaviours online, ministries, sectors, and localities are urged to step up communication activities as follows:

Developing and issuing guidance documents for affiliated units to implement the Action Month at ministerial, sectoral, agency, and local levels.

Communication Identity of the Action Month

Organising the launching ceremony of the Action Month in appropriate forms. Depending on actual conditions, agencies and localities may combine the ceremony with a mid-term review of communication programmes and promptly commend organisations and individuals with outstanding contributions to gender equality communication.

Strengthening communication on the theme and messages of the Action Month through national and local media in diverse and suitable formats for each target group and local context, such as direct communication, radio and television broadcasts, grassroots communication systems at commune, ward, and township levels, online newspapers, and social networks, as well as banners and slogans displayed in public areas and on public transport.

Enhancing digital communication through social media platforms (Facebook, fanpages, YouTube) to widely spread messages about gender equality and the protection of women and girls in cyberspace.

Organising forums, dialogues, workshops, training sessions, contests on gender equality and safety for women in digital spaces, as well as cultural and sports exchange activities.

Producing communication materials such as leaflets, brochures, and short, easy-to-understand video clips targeting different age groups to make communication more engaging and accessible.

Mobilising resources and encouraging social engagement in implementing and promoting activities during the Action Month.

Intensifying inspection activities on gender equality and the advancement of women in agencies, units and localities during the Action Month, and strictly handling violations of gender equality, gender-based violence, and online fraud targeting women and girls.

Submitting news and articles about Action Month activities from agencies, units, and localities for publication on the websites of the National Committee for the Advancement of Women in Viet Nam, provincial and municipal People’s Committees, Departments of Home Affairs, and other media outlets.

Reports on implementation results should be sent to the Ministry of Home Affairs (via the Department of Youth Affairs and Gender Equality, 8 Ton That Thuyet Street, Cau Giay District, Ha Noi) before December 20, 2025, for compilation.

Previously, in 2024, the Action Month adopted the theme “Ensuring Social Welfare, Empowering and Creating Opportunities for Women and Girls to Promote Gender Equality and Eliminate Gender-Based Violence.”
