The launch ceremony took place as quantum technology is shifting rapidly from research to application, becoming one of the strategic technology fields capable of creating far-reaching changes in artificial intelligence, cybersecurity, finance, energy, healthcare, and many other economic sectors.
Speaking at the launch ceremony, Vo Xuan Hoai, Deputy Director of the National Innovation Centre, emphasised that Viet Nam needs to proactively engage in the quantum field from the very stage when the global ecosystem is being shaped.
Accordingly, national quantum capacity needs to be developed in a coordinated manner, from research and high-quality human resources to enterprises, products, and markets, gradually building the capacity to master and create value from quantum technology.
From the perspective of international cooperation, Denis Avetisyan, Senior Adviser at JV Quantum under Russia’s State Atomic Energy Corporation Rosatom, highly valued Viet Nam’s potential in connecting international resources in research, human resources, and enterprises. Through the NIC, Rosatom is promoting cooperation directions with Viet Nam, from talent training and access to quantum infrastructure to joint research, technology demonstration, and the implementation of pilot applications.
From the perspective of talent development, Professor Lai Ngoc Diep of Paris-Saclay University in France emphasised the need to connect Viet Nam’s young workforce with international universities, research centres, and enterprises. This would provide a foundation for improving the quality of human resources, expanding research opportunities, and gradually strengthening Viet Nam’s presence in the international quantum science community.
Meanwhile, Ge Gui Guo, a senior expert at CAS Cold Atom under the Chinese Academy of Sciences, highlighted Asia’s increasingly important role in the global quantum ecosystem and said that strengthening regional cooperation in research, human resource development, and technology application would open new opportunities for countries in the region.
From these connections, the programme aims to develop Viet Nam into a substantive bridge between Asia and the world, bringing international resources, technologies, and knowledge to Viet Nam while enabling Vietnamese human resources, research, enterprises, and application challenges to participate more deeply in the global quantum network.
