Organised by the Consultancy on Development Institute (CODE) and TheLEADER magazine in Ha Noi on July 18, the forum addressed Viet Nam’s path to building a carbon market and cutting greenhouse gas emissions, in line with its COP26 commitment to reach net zero by 2050.
Dr. Le Xuan Nghia, President of CODE, emphasised the urgency of global climate action and called for collective efforts to achieve carbon neutrality. He stressed that Viet Nam faces a dual challenge: reducing emissions while maintaining high economic growth over the next 25 years.
Dr. Nguyen Tuan Quang, Deputy Director of the Department of Climate Change (Ministry of Agriculture and Environment), explained that carbon pricing, through carbon taxes or trading markets, can drive clean technology adoption and energy efficiency. Viet Nam is preparing to pilot its carbon market from 2025 to 2028, supported by a legal framework outlined in Decision 232/QD-TTg and Decree 119/2025/ND-CP.
Despite progress, challenges remain, including weak technical infrastructure and limited institutional capacity. Experts at the forum called for comprehensive regulatory guidelines, MRV (measurement, reporting, and verification) upgrades, digital transformation, and enhanced international cooperation.
