The Programme aims to reduce gender-based violence nationwide by enhancing awareness-raising and education; expanding models for providing support services to people subjected to gender-based violence with a survivor-centred approach; and ensuring that all citizens, especially women and girls affected by violence, can access timely support and protection services and live in a safe, equal, and violence-free environment.
By 2030, the Programme targets that 100% of detected victims of gender-based violence will have access to appropriate support services. 60% of centrally governed provinces and cities are expected to establish inter-agency coordination mechanisms for the prevention of and response to gender-based violence. In addition, 100% of centrally governed provinces and cities will implement online reporting channels or apply information technology in receiving, managing, and supporting survivors of gender-based violence.
To achieve these objectives, the Programme outlines several specific tasks and solutions, including innovating communication and education efforts to prevent and respond to gender-based violence; maintaining and expanding models for providing support services to survivors; and strengthening inspection and inter-agency coordination in implementing prevention and response measures.
It also calls for the research, development, and submission for approval of inter-agency coordination regulations on preventing and responding to gender-based violence, ensuring clear delineation of responsibilities among ministries, sectors, central agencies, and local authorities at all levels. Furthermore, it promotes international cooperation activities to mobilise and effectively utilise legitimate resources, experience, and technical support from international organisations and development partners to implement the Programme.
The Programme also emphasises the application of information technology in statistical work and reporting to collect and share data on gender-based violence among central and local agencies, and to continue developing a database for the prevention of and response to gender-based violence.
