The plant is located at the Vinh Tan Power Center in Binh Thuan province which consists of three thermal plants including Vinh Tan 1 (1,200MW), Vinh Tan 2 (1,200MW) and Vinh Tan 3 (2,000MW).
The 1,200MW plant will be carried out by the Ministry of Industry and Trade (MoIT), China's Southern Group (CSG), China Power International Holding Ltd (CPIH) and Vietnam Coal and Mineral Industries Group (Vinacomin).
It is expected to be complete by late 2017 and 25 years later it will be transferred for Vietnam to manage and operate.
