Hanoi prioritises investment promotion in high added value areas

Prioritising investment promotion in a range of fields that bring high added value, such as manufacturing and processing, logistics services, agriculture, tourism, education, health, high-tech agriculture, clean energy, etc., is one of the orientations that Hanoi will deploy for 2022.

Implementing Programme No.53/Ctr-UBND (dated March 5, 2021) of the People’s Committee on Investment, Trade and Tourism Promotion Programmes of Hanoi City in 2021, the Hanoi Investment, Trade, and Tourism Centre (HPA) has chaired a meeting with relevant departments and agencies on the contents relating to the development of Hanoi's promotion programme in 2022.

In the first 10 months of 2021, the fourth wave of the COVID-19 epidemic nationwide had great impact on all socio-economic areas of the city, disrupting supply chains and trade flows, and halting production activities.

However, in the first 9 months of 2021, the city’s GRDP increased by 1.28% over the same period in 2020. Hanoi attracted over 201,000 businesses of all economic sectors operating in the city, ranked second nationwide and accounted for 23.7% of the total number of operating enterprises in the country, thus contributing to the capital's contribution of 16% GDP and 18.5% of total state budget revenue, as well as 8.6% of the country’s total import-export revenue. A number of promotion activities have been still deployed in a flexible, creative and effective manner by adjusting the organisation of activities via digital platforms, and e-commerce.

Despite the difficulties caused by the COVID-19 epidemic in 2021, Hanoi still successfully organised a virtual forum on supply-demand connections for products in the One Commune One Product (OCOP) programme and safe agricultural products and food in general. The forum aimed to support districts and provincial-level towns in strengthening their linkages in trade promotion and the consumption of OCOP and agricultural products that are about to be harvested. Previously, Hanoi also successfully organised a promotion chain to introduce agricultural products through the OCOP speciality livestream festival in June and July.

In the last months of 2021, in order to listen to the difficulties of businesses in the context of the COVID-19 epidemic as well as find effective solutions for 2022, the HPA also successfully held two dialogue conferences to solve difficulties with domestic enterprises and FDI enterprises in the city.

From the experiences dawn in 2021, in 2022, the HPA will develop a promotion programme that closely follows the city’s socio-economic development orientation in the 2021-2025 period, attracting investment in real estate and commercial infrastructure, with a focus on the high-tech industry.

Accordingly, priority is given to investment promotion in a number of fields that bring high added value such as manufacturing and processing, logistics services, agriculture, tourism, education, healthcare, high-tech projects, supporting industry, preservation and processing industry, biotechnology, high-tech agriculture, clean energy, etc; with a focus on calling for investment in key markets such as Japan, the Republic of Korea, Singapore, Taiwan (China), the US, and the EU; as well as maximising the connection between multinational corporations, big investors and the city, promoting on-the-spot promotion activities, and identifying and removing difficulties for domestic and foreign investment enterprises.

Regarding trade promotion and agriculture, attention has been paid to developing export markets, helping Hanoi’s goods to be more competitive and penetrate more effectively into potential markets, while at the same time diversifying export promotion activities through e-commerce and online channels.

As for the promotion of the domestic market, trade promotion activities will be strengthened with regional and pervasive nature, connecting the supply and demand of goods between Hanoi and other provinces and cities in the country.

Hanoi will also focus on promoting and attracting international tourists from key markets such as Northeast Asia, Western Europe, North America, ASEAN, etc. More regular events and festivals will be held to introduce the image and people of Hanoi towards attracting more domestic and foreign tourists.

Representatives of relevant departments and branches in Hanoi gave comments on the draft programme; highlighted both advantages and disadvantages when carrying out promotion activities; and proposed contents to be submitted to the City’s leaders for consideration to facilitate the implementation of promotion activities in 2022 in a more flexible and effective manner in the context of the ongoing COVID-19 epidemic.

Director of the HPA Nguyen Anh Duong received the constructive comments of the representatives of the units and agreed on the contents of the draft programme, signed the Report on the Investment, Trade and Tourism Promotion Programme of the city for 2022, as well as reported to the city leaders for consideration and approval.
