La Trong hydropower plant begins commercial operation after 19 years

The La Trong Hydropower Plant in Quang Tri Province has officially begun commercial operation after 19 years of construction, according to Ho Xuan Hoe, Director of the provincial Department of Industry and Trade, at the fifth Quang Tri Party Committee conference on September 30.

The project, initially launched in May 2007 in the upper reaches of the Gianh River in what was then Minh Hoa District, Quang Binh Province, faced repeated delays and adjustments due to difficult terrain and geology, flooding, funding constraints and administrative procedures.

Developed by Truong Thinh Hydropower JSC under Truong Thinh Group, the plant was originally designed with a capacity of about 18MW and an investment of more than 300 billion VND (11.55 million USD).

Construction was particularly challenging because of the project's remote location and complex geological conditions, prompting adjustments to several major components to meet technical requirements and ensure safety and efficiency.

A historic flood on the Gianh River in October 2010 also caused significant damage to the project. After construction resumed and the plant's technical infrastructure was completed, difficulties in clearing land for the 110kV transmission line further delayed the project. The site clearance process, which began in late 2019, was only largely completed in early 2026.

The project also faced disruptions from annual storms and floods, the COVID-19 pandemic, funding difficulties and procedures related to forest-use conversion.

Following several adjustments to its investment registration, the plant now has a capacity of 22MW, with two generating units, and total investment of 1.099 trillion VND (around 42 million USD).

After a 72-hour grid trial run for the two units in accordance with regulations, the plant officially began commercial power generation in late September 2026. The facility is expected to add to the national power supply and support socio-economic development in the locality.
