The document states that the prime minister recently issued a plan to organise activities commemorating “Viet Nam Culture Day” (November 24) for the 2026–2030 period (via Decision No. 1111/QĐ-TTg, dated June 19, 2026).

To ensure Viet Nam Culture Day truly becomes a festival for the entire population — thereby strongly inspiring patriotism and the desire to contribute, while harnessing the intrinsic strength of Vietnamese culture and people —Deputy Prime Minister Pham Thi Thanh Tra has issued the following directives: The organisation of “Viet Nam Culture Day 2026” must be solemn, practical, substantive, and impactful. It must create a fresh impression regarding the organisation of national-level cultural events. And it must contribute to concretising the Party’s guidelines on cultural development and the cultivation of the Vietnamese character.

There is a need for radical innovation in organisational methods, with a firm move away from overly bureaucratic approaches. Events should shift from traditional indoor ceremonies and conferences to public spaces — such as squares, pedestrian zones, cultural-historical sites, museums, parks, and village cultural houses — featuring series of substantive, community-based experiential activities.

Commemorative activities must showcase Vietnamese cultural identity while reflecting a spirit of innovation, creativity, integration, and the aspiration for national development. Furthermore, the application of science, technology, digital transformation, and artificial intelligence should be enhanced, and the task of cultural development must be closely linked with the growth of cultural industries, heritage tourism, and the digital economy, using the effectiveness of public cultural engagement and the extent of social impact as benchmarks for evaluating implementation results.

The deputy prime minister has requested the Ministry of Culture, Sports and Tourism to urgently formulate a master plan for organising the event, accompanied by a visual identity package for “Vietnam Culture Day" (including a logo, slogan, publications, and communication messages) for consistent use nationwide and across digital platforms. The plan must clearly define the theme, message, content, scale, venues, and key activities, while ensuring they are concise, focused, and impactful, featuring signature elements while avoiding a scattered approach. The plan is to be submitted to the prime minister by October 5, 2026.

The Ministry of Culture, Sports and Tourism shall coordinate with the Ministry of Foreign Affairs and Vietnamese representative missions abroad to explore organising “Viet Nam Culture Day” activities in suitable locations, linking them to cultural diplomacy, external information efforts, and the promotion of the image of the country and people of Viet Nam. Based on the “Vietnamese Culture Day 2026” organisation plan issued by the Ministry of Culture, Sports and Tourism, People’s Committees of provinces and centrally-run cities shall proactively develop their own specific local implementation plans.
