Hanoi removes “bottlenecks”, accelerates public investment disbursement

The chairman of the Hanoi People’s Committee has requested agencies, units and localities to focus on removing “bottlenecks”, especially site clearance, to ensure the completion of the public investment plan for 2025 at over 95%.

On March 14, Chairman of the Hanoi People’s Committee Tran Sy Thanh signed and issued Directive No.03/CT-UBND on promoting the implementation and disbursement of public investment capital in 2025, ensuring the growth and sustainable development goals of the capital city.

The directive clearly states that 2025 is a key year, of decisive significance in implementing socio-economic tasks for the 2021-2025 period, especially achieving the growth target of 8% or more.

To ensure effective implementation of the 2025 public investment plan with the goal of disbursing over 95% of the assigned capital plan (87.13 trillion VND), creating momentum to promote economic growth in the capital, the chairman of the City People’s Committee requested directors/heads of departments, branches, and sectors and chairmen of People’s Committees of districts, towns, and related units to seriously draw lessons, fully assess objective and subjective causes, limitations, weaknesses in management, operation and implementation, and responsibilities of relevant collectives and individuals, especially units with low disbursement rates.

The chairman of the Hanoi People’s Committee also requested departments, branches and localities to urgently and focus on implementing key tasks such as: identifying the allocation and disbursement of public investment capital in 2025 as a key political task, a top priority in the leadership, direction and implementation of all levels and branches; and promoting the role and responsibility of leaders in closely monitoring the reality, proactively, flexibly and promptly operating to remove bottlenecks and difficulties and obstacles.

Localities and units should strengthen inspection and supervision at the site, direct and urge contractors to mobilise maximum resources, arrange sufficient machinery, equipment and construction personnel, ensure progress and quality of works in accordance with the direction of the government and the prime minister.
