Minister of Construction Tran Hong Minh, who chaired the meeting, stressed that this was a strategic task of decisive importance to the implementation of national key projects and the long-term goal of mastering railway technology.
At the meeting, leaders of the Ministry of Construction said that in order to meet workforce demand through to 2030, the ministry had submitted a proposal to the prime minister on training and developing Viet Nam’s railway workforce to 2035, with a vision towards 2045.
The scheme focuses on identifying manpower needs for all railway types and projects under the national master plan, with priority given to the north-south high-speed railway and international connecting routes such as Lao Cai–Ha Noi–Hai Phong, Ha Noi–Dong Dang, and Hai Phong–Ha Long–Mong Cai.
The Ministry of Construction is currently accelerating the development of specific training and capacity-building plans for 2026 and the 2026–2030 period in order to provide personnel directly serving the construction, management, and operation of modern railway lines. To ensure effective implementation, the ministry has established a Human Resource Development Task Force under the direct supervision of a deputy minister.
Concluding the meeting, Minister Tran Hong Minh stressed that high-speed rail is a high-tech sector requiring highly qualified and specialised personnel.
He instructed relevant agencies and units to urgently formulate detailed plans and allocate annual training targets in line with the actual needs of enterprises, while effectively implementing the “training order” mechanism.
Alongside new training programmes, special attention must also be paid to improving the qualifications and skills of existing officials and engineers in order to meet immediate requirements. The objective is to build a highly skilled engineering workforce capable of conducting surveys and design work, developing software, mastering railway operation technologies, and manufacturing railway materials and equipment.
The minister assigned the Viet Nam Railway Authority to take the lead in finalising the detailed plan within May so that tasks can be implemented promptly and in accordance with the proposed schedule.
