Hung Yen commences construction of Thai Binh LNG Thermal Power Plant project and inaugurates coastal road

The People’s Committee of Hung Yen province on October 10 held a groundbreaking ceremony for the Thai Binh LNG Thermal Power Plant project and inauguration of the coastal road. This is an event to celebrate the success of the 1st Congress of the Hung Yen Provincial Party Committee for the 2025 – 2030 tenure.

The Thai Binh LNG Thermal Power Plant project, Hung Yen province, is built on an area of over 269 hectares with a total investment of about 2 billion USD, a total design capacity of 1,500 MW by a consortium of Tokyo Gas Group, Kyuden Electric Company of Japan and Truong Thanh Viet Nam Group Joint Stock Company.

This is a strategic project for socio-economic development. When put into operation, the project will contribute to supplementing clean and stable electricity sources for the North, contributing to reducing dependence on coal-fired thermal power, meeting electricity demand during peak hours, increasing flexibility for the national power system; at the same time, forming an energy center combining industry - services - logistics.

Chairman of the People’s Committee of Hung Yen province Nguyen Khac Than requested investors to continue to promote the spirit of cooperation, mobilise maximum financial, human and technological resources to ensure safe, efficient and timely operation of the plant; strictly comply with legal regulations on investment, land, construction and environmental protection. Construction contractors need to comply with technical standards, operating procedures, ensure quality, labour safety, maintain environmental hygiene and absolutely not affect the lives and production of people in the project area.

In Hung Phu commune, the People’s Committee of Hung Yen province held the inauguration ceremony of the coastal road construction investment project.

The coastal road construction investment project is a key project of strategic significance, contributing to the completion of the synchronous transport infrastructure system, creating momentum for socio-economic development, strengthening national defence and security and responding to climate change. The route has a total length of 34.42 km, passing through 7 communes of Hung Yen province and 1 commune of Ninh Binh province, with a scale of a grade III plain road, with a total adjusted investment of over 4.8 trillion VND, implemented in the form of public-private partnership (PPP).

During the implementation process, the project encountered many difficulties due to complicated geological conditions, large construction volume with more than 3 million m³ of excavated and filled soil and rock, construction of 12 bridges on the main route with a total length of 3,800m, along with 8 level intersections and auxiliary items. However, with the close coordination of departments, branches, localities and the efforts of investors, the project was completed on schedule, ensuring the quality, technical and aesthetic of the project.

Putting the coastal road into operation is an important step to realise the goal of developing modern infrastructure, opening up new development space for Hung Yen, creating conditions for the formation of industrial, service and coastal tourism zones, promoting regional connectivity, and attracting strong investment. The project, along with strategic traffic routes being deployed such as the Ninh Binh - Hai Phong Expressway (CT.08), the heritage connection road along the Red River, the 4th Ring Road of the Ha Noi Capital Region, the route connecting to Diem Dien Port, etc., will form a complete interconnection system, connecting Hung Yen with major development driving forces of the country such as Ha Noi, Hai Phong, and Quang Ninh; thereby, contributing to realising the aspiration of building Hung Yen province to be increasingly wealthy, civilised and modern.
