Hung Yen promotes science and technology in daily life

Hung Yen Province is accelerating the development of digital infrastructure and e-government systems, in line with the “National Strategy for the Development of a Digital Economy and Digital Society by 2025, with a Vision to 2030”.

Efforts to disseminate, promote, and guide people on basic digital skills for application in daily life have been a focus. According to Secretary of the Provincial Youth Union Thieu Minh Quynh, the Hung Yen Youth Union has proactively established over 1,000 volunteer youth teams with more than 20,000 youth members taking part in activities to guide residents in using online public services at administrative centres and residential areas. This is an elite force, selected from IT students, young civil servants, and knowledgeable, responsible volunteers. The Youth Union requires each team to carefully prepare teaching methods tailored to the needs of each specific group at grassroots level (villages and neighbourhoods).

In particular, the Provincial Youth Union has directed 104 commune- and ward-level youth unions to identify policy beneficiary households, former youth volunteers, and families in especially difficult circumstances. The digital volunteer teams will then go directly to these households to provide guidance on using online public services. With the motto that each team serves as a solid support for both local authorities and residents, the goal is to help people carry out administrative procedures and access public services in a convenient, safe, and transparent manner.

Nguyen Thi Bac, a resident of Tan Hung Commune, shared: Thanks to the guidance from the digital community group and young volunteers, I have become proficient in using a smartphone for daily activities, such as reading news, checking weather forecasts, and making online purchases. More importantly, I can now complete many administrative procedures online, without the need to travel or wait in queues.

Pham Van Huan, Deputy Director of the Public Administrative Service Centre in Tan Hung Commune, said: The centre is effectively applying digital transformation achievements in the process of receiving and handling administrative procedures, gradually improving service quality for citizens and organisations. The centre has integrated the inter-connected one-stop software with the National Public Service Portal, allowing for level-3 and level-4 online service processing. Digital signatures are applied in issuing electronic documents; records are processed, stored, and retrieved entirely in the digital environment. The rate of documents submitted and results returned online is increasing rapidly, with many procedures completed within the same day. All records are resolved on time or ahead of schedule, with no backlog. The digitisation and electronic storage of records reduce operational costs while enhancing transparency and ease of verification.

The campaign to mobilise public participation in the shift to a digital society in Hung Yen has achieved initial success and is spreading across sectors, industries, and communities. The education sector continues to teach computer science to students at primary, lower secondary, and upper secondary levels; and urges schools to coordinate with the police to issue chip-based ID cards and digital identity accounts for all teachers and students, ensuring that 100% of individual identification data is stored in the education and training database and verified with the national population database.

The Provincial Department of Education and Training has directed units and schools to actively coordinate with telecommunications companies to provide public digital signatures for 100% of teachers and students from grade 11 and above. It also promotes the use of EnetViet - an education communication software - to support management and operation of the sector, including digital record management with integrated digital signatures and pilot implementation of digital report cards for primary schools. All schools in the province are equipped with online learning platforms to support teaching and learning in a digital environment. All educational institutions have adopted cashless payment methods for tuition fees.

Healthcare facilities have implemented the use of chip-based ID cards for health insurance-covered medical services, replacing paper-based health insurance cards. 100% of hospitals, medical centres, and health stations have adopted software for patient management and health insurance payment.

Technology companies continue to provide digital signature solutions for individuals and businesses to carry out e-transactions across various sectors and industries. Civil servants and government officials have participated in online digital transformation training courses and received skills and professional training in the digital shift.

In the coming years, Hung Yen Province will continue to build a synchronised, modern science, technology, and digital infrastructure; and strongly develop digital government, digital economy, digital society, digital citizenship, and digital cultural industries.
