Military proactively responds to storm No. 3

On July 21, the General Staff of the Viet Nam People's Army sent a telegram to agencies and units to focus on responding to storm No. 3 (Wipha).

According to the telegram, implementing the Prime Minister's telegram No. 112/CD-TTg on July 19 and No. 117/CD-TTg on July 20 on the urgent response to storm No. 3, measures are being taken to ensure the safety of people, public and private property, and military personnel, while minimizing the damage caused by the storm.

The General Staff of the Viet Nam People's Army sent a telegram to agencies and units, requesting that agencies and units continue to thoroughly grasp and strictly implement the telegrams above on proactively responding to storm No. 3, heavy rain in the North and North Central regions, avoid passivity or surprise; maintain strict on-duty regime at all levels, closely monitor the developments of storm No. 3 (Wipha).

The Border Guard continues to direct the border guards of coastal provinces and cities from Quang Ninh to Ha Tinh to coordinate with local authorities and functional agencies to continue to check and monitor ships and boats; promptly notify owners and captains of ships still at sea about the storm's position, movement, and developments, and guide them to move to safe shelters or prevent them from entering danger zones; ensuring the safety of people, ships, and boats at anchor areas; strictly prohibiting people from staying on boats, fish cages, or aquaculture watchtowers before and during the storm's landfall.

Units must check and review plans; reinforce and protect workshops, key works, unfinished works, and key areas at risk of flash floods, landslides or areas at risk of riverbank and stream bank landslides, low-lying areas, and flooding; assist people in reinforcing their houses and evacuating dangerous areas and unsafe houses.

Forces and equipment must be ready following the "four-on-the-spot" principle (on-site command, on-site forces, on-site materials and means, and on-site logistics) to promptly and effectively respond to situations, search and rescue, ensuring safety for all personnel and equipment while performing the mission.
