National Assembly delegation works with Hanoi on its municipal planning

National Assembly Chairman Vuong Dinh Hue attended a working session on March 9, between the National Assembly (NA)’s supervisory delegation and Hanoi, to discuss the implementation of policies and laws related to planning work, since the Law on Planning came into force.

Reporting at the meeting, Chairman of the Hanoi People’s Committee Chu Ngoc Anh said that in implementing the 2017 Planning Law, the implementation of the Capital Planning has been deployed since 2019.

However, by 2021, according to the provisions of the Law on Urban Planning and the Law on Construction, it must be implemented in parallel, and organise the preparation of a master adjustment of the general construction planning of Hanoi until 2030, with a vision to 2050, while at the same time develop the Urban Development Programme to 2030, with a vision to 2050.

The process of implementing the above tasks is concurrently and is also the foundation for establishing and defining orientations, specialised planning in accordance with sectors and fields integrated into the Capital Planning, to ensure consistency and uniformity.

An overview of the working session.

Currently, the city has researched and proposed the Capital Planning with about 17 main contents proposed, to integrate into the master plan 39 sectoral contents and about 30 district-level contents.

Speaking at the meeting, NA Vice Chairman Nguyen Duc Hai said that the NA’s supervisory delegation lauded Hanoi twice for sending reports on time, with relatively complete content and sticking to the plan and proposals, at the request of the Supervisory Team.

Hanoi has carried out a rather large volume of work, notably coordinating the formulation and appraisal of national and regional planning for the 2021-2030 period, as well as coordinating and providing information and consultation when required by planning authorities.

Hanoi has adjusted the planning for the 2011-2021 period, in order to meet development requirements; reviewed the planning under its competence according to regulations; as well as appraised 18 land use plans of 18 districts, for the 2021-2030 period, in accordance with the law on land.

The NA Vice Chairman suggested that the Ministry of Planning and Investment, which is an advisory body for the Government and responsible for state management, to continue to listen and absorb the opinions of the supervisory delegation and recommendations from localities.
