PM directs to strengthen state management in the field of e-commerce and business on digital platforms

Prime Minister Pham Minh Chinh , has just signed and issued Official Dispatch No.56/CD- TTg, on continuing to strengthen state management in e-commerce and business on digital platforms.

To continue to promote and further improve the effectiveness and efficiency of state management in the field of e-commerce and business activities on digital platforms, the Prime Minister requested the Minister of Industry and Trade to preside over, coordinate with relevant ministries and agencies and continue to review current legal documents to promptly propose amendments, supplements, and completion of legal policies on e-commerce management.

The Minister of Finance shall preside and coordinate with relevant ministries and agencies to continue researching and reviewing to reduce administrative procedures, creating favourable conditions for taxpayers; optimise the customs clearance process for import and export goods via e-commerce; ensuring the effectiveness and efficiency of tax obligations, strengthening the implementation of tax collection solutions, preventing tax loss, and strictly handling tax and customs violations in e-commerce activities.

The Minister of Public Security shall preside and coordinate relevant ministries and agencies to promote the progress of connecting the national population database with the databases and information systems of ministries, branches and localities; to perform electronic identification and authentication; synchronise population data with civil status, tax, and banking data, to serve identification and authentication of individuals and organisations, to prevent fraud and tax evasion in e-commerce activities.

The Minister of Information and Communications shall preside and coordinate relevant ministries and agencies, to develop technology solutions to enhance supervision and management of the above transactions; combating commercial fraud, trading in counterfeit goods, counterfeit goods, goods infringing intellectual property rights and protecting consumer rights; coordinate with the Ministry of Industry and Trade in providing information and managing social network users with e-commerce activities.

The Governor of the State Bank of Vietnam shall preside over and coordinate relevant ministries and agencies to strengthen inspection and supervision of electronic payment transactions in banking activities; improve the efficiency of management and operation of the interbank electronic payment systems, supporting e-commerce transactions; direct credit institutions and payment intermediary service providers, to provide information about foreign suppliers without fixed business establishments in Vietnam, organisations and individuals with income arising from cross-border platforms, according to the provisions of law and according to the instructions of tax authorities.

The Minister of Defence directed functional units to strengthen state management measures to protect national sovereignty in cyberspace, fight against high-tech crimes, and contribute to ensuring security and safety. National cyber security to closely coordinate with relevant ministries and agencies, in preventing and combating smuggling and trade fraud in e-commerce activities.

Ministers, Heads of ministerial-level agencies and agencies under the Government and Chairpersons of the People's Committees of provinces and centrally run cities, according to their assigned functions and tasks, continue to drastically, synchronously and effectively deploy the tasks and solutions assigned in Decision No.645/QD -TTg, dated May 15, 2020, of the Prime Minister, on approving the National E-commerce Development Master Plan for the period 2021-2025; Directive No.18/CT-TTg, dated May 30, 2023, of the Prime Minister, on promoting connection and data sharing to serve the development of e-commerce, prevent tax loss, and ensure monetary security; Dispatch No.889/CD-TTg dated, October 1, 2022, of the Prime Minister, on improving the efficiency of tax collection management for e-commerce activities, and business on digital platforms.
