Prime Minister Nguyen Tan Dung emphasised the requirement while chairing a plenary session of the National Committee on Education and Training Innovation and the National Council of Education and Human Resources Development for the 2011-2015 term, in Hanoi on November 5.
The meeting focused on discussing implementation results of Resolution No. 29-NQ/TW of the Party Central Committee tenure 11th on fundamental and comprehensive education and training renovation; the national education system development; the update of textbooks; the organisation of the national high school exam in 2015; and the national qualification framework.
Speaking at the meeting, PM Dung, who is also head of the two bodies, stressed that Resolution No. 29 has defined the overall goal of creating a fundamental change in the quality and efficiency of education and training to better meet the construction, national defence and learning needs of the people.
After two years of implementation of the resolution, the government has made great efforts to implement and concretise the document into specific programmes and actions to create positive developments in the sector, especially achievements in education and training innovation at all levels; innovation in testing towards students capacity development; innovation in education and training management; building the capacity of teachers and educational instructors; and innovation in educational financial mechanisms and facilities.
The PM requested relevant ministries and agencies to strengthen efforts in effectively implementing Resolution No. 29 for the development of human resources.
Regarding the national education system and national qualification framework development, PM Dung urged the Ministry of Education and Training to collaborate with related agencies to finalise the report on the two issues, including clarifying the limitations of the current educational system, proposing new directions for the new one, and ensuring the viability and necessity of building the national qualification framework, especially in regards to its legal basis, scope and structure.
He also asked for continuous co-ordination in the effective implementation of textbook innovation, ensuring consistence with policies given by the central authorities on educational innovation.
Concerning the national high school graduation and university entrance exams in 2015, the PM assigned the Ministry of Education and Training to develop a specific evaluation report, closely linked with public opinions on the exam, and promote the autonomy of schools to deliver the overall assessment on the positive aspects and limitations with remedies and amendments for effective implementation of the exam in 2016.
