Linking scientific research and management to effectively meet tasks in new situation

Strengthening the connection between research, training, and management is a solution that contributes to standardising professional competence, renewing mindsets, and creating breakthroughs in policy advisory work to meet the demands of the new situation.

The Party’s overarching viewpoint and strategic vision affirm that advanced, modern science and technology, and high-quality human resources are breakthrough factors, directly promoting sustainable development. These are considered decisive elements and the driving force for socio-economic development. Science and technology is the essential foundation, providing tools, knowledge, and solutions for innovation, while high-quality human resources have the necessary capacity and skills to apply and develop these achievements, contributing to promoting economic growth, improving quality of life, and addressing national and global challenges.

The Politburo has issued Resolution No. 57-NQ/TW on the development of science, technology, innovation, and digital transformation, and Resolution No. 59-NQ/TW on international integration in the new situation, considering science and technology as key driving forces, while innovation is considered the means to overcome existing limitations.

For scientists currently holding leadership positions in agencies involved in the development, planning, and implementation of policies and laws, emphasising the role of scientific research and the training of specialised human resources is a crucial factor in fostering innovative thinking and improving work efficiency.

Among those recognised by the State Council for Professorship for attaining the titles of Professor and Associate Professor in 2025, two Associate Professors currently hold senior leadership positions at specialised state management agencies. Strengthening the link between research, training, and management has become an important solution to renewing mindsets and improving policy advisory quality to meet tasks in the new situation.

In the health sector, Assoc. Prof. Dr. Nguyen Tri Thuc is Deputy Minister of Health. He is the former Director of Cho Ray Hospital. Besides management responsibilities, he has an extensive track record in research and training, particularly in Internal Medicine and Cardiology.

In scientific research, he is an expert on arrhythmia and heart failure, pioneering the application of advanced implantable devices. He has led research projects, including two ministerial-level projects, published numerous scientific articles, (nine of which appeared in prestigious international journals), as well as specialised monographs.

In training, he actively lectures and provides professional cardiology training at major medical universities, successfully supervising many doctoral candidates and postgraduate students.

In the field of integrated resource management and marine and island environmental protection, Assoc. Prof. Dr. Nguyen Duc Toan, who currently serves as Director General of the Viet Nam Agency of Seas and Islands, has been engaged in training for 19 years. He has supervised many doctoral and postgraduate students, published 55 scientific articles (including seven in prestigious international journals), reference books, served as chief editor of many programmes and training materials, and participated in scientific projects at various levels, including heading one national-level research project.

Assoc. Prof. Dr. Nguyen Duc Toan has also created conditions for staff, lecturers, and students to take part in scientific research, undertake internships, and strengthen collaboration between domestic and international training institutions and the Viet Nam Agency of Seas and Islands.

In his work, he has played a key role in leading, directing, and successfully implementing important political tasks of the unit, most notably the National Assembly’s Resolution 139/2024/QH15 on the National Marine Spatial Planning and the Prime Minister’s Decision 1117/QD-TTg approving the Master Plan for the sustainable exploitation and use of coastal resources, which are tasks being implemented for the first time in Viet Nam.

In specialised management fields, scientific research provides strong theoretical and practical foundations that ensure a scientific basis in policy planning. At the same time, closely linking management work with high-quality human resource training helps standardise professional competencies, create breakthroughs in advisory work, and enhance the effectiveness and efficiency of state management.

Therefore, it is essential to strongly promote scientific research and training as key foundations for improving the quality of policy advisory work in state management. Specifically, when scientists are leaders and managers in state agencies, they create a positive spillover effect, contributing to building a culture of public service and ethical standards among officials, Party members, and staff within units.
