According to many officials and Party members, learning from and putting Uncle Ho's teachings into practice represents an important shift from awareness to action, associated with concrete deeds and results that bring practical benefits to the people. The approach is not confined to theory but has been demonstrated through practical experience in studying and following Uncle Ho over recent years, particularly in the process of operating the overall organisational model of the political system and the two-tier local administration model.
Changes from the grassroots level
Nguyen Thi Hien, Secretary of the Dong Tien Ward Party Committee in Thanh Hoa Province, said that if “following” emphasises the need to emulate and learn from Uncle Ho's qualities, manner and ethical standards, “practice” requires officials and Party members to creatively apply his thought, ethics, methodology, and style in performing their duties; they must dare to think, dare to act, dare to take responsibility, and dare to act for the benefit of the people. Immediately after the rearrangement and merger, the Dong Tien Ward Party Committee and People's Committee applied this approach in building grassroots-level government, with the aim of serving the people increasingly better.
Dong Tien Ward has a population of nearly 58,000, resulting in high demand for administrative procedures. Therefore, the ward Party Committee instructed the ward's Centre for Public Administration Services to establish two locations for receiving applications and returning results for administrative procedures, helping organisations and citizens avoid travelling long distances and waiting for long periods. Along with a newly and synchronously invested equipment system, the ward Party Committee prioritised selecting officials and civil servants with strong professional expertise and solid procedural knowledge to work at the centre.
Administrative procedures under the authority of the commune-level administration are updated on the National Public Service Portal and publicly displayed at the headquarters of the ward's Centre for Public Administration Services. Fees, charges, and hotline telephone numbers are displayed in easily accessible locations so that people can be informed and exercise oversight. The reception points also standardise and fully post forms, required documents, and processing procedures for organisations and citizens to consult.
Dong Tien Ward also regularly conducts communications campaigns and encourages people to participate in the “Digital Literacy for All” movement to improve their understanding and use of online public services on electronic devices, thereby saving time and reducing travel costs when carrying out administrative procedures. As a result, the ward has consistently achieved a rate of 90% to 100% of administrative procedures being processed in accordance with regulations.
To further improve the quality of public service, the ward has, since August 15, additionally implemented the “Mobile Public Services” model in villages and residential areas. Ward officials and civil servants directly guide residents in using the National Public Service Portal and VNeID; submitting applications online; paying fees and charges; checking the status of and receiving electronic results for administrative procedures; and assisting them with administrative procedures under the authority of the commune-level People's Committee and the use of digital utilities and platforms serving daily life. The model has been highly appreciated and praised by residents.
Spreading the practice of following Uncle Ho

Located in northeastern Thanh Hoa Province, Ba Dinh Commune is home to many projects serving the province's and locality's socio-economic development, notably including projects to enhance flood drainage capacity in northern Thanh Hoa; infrastructure construction in residential areas; and inter-provincial road construction.
To resolve difficulties in site clearance, the commune’s Party Committee instructed the establishment of groups specialising in mass mobilisation, headed by Party and administration leaders, who worked together with agencies, departments, and mass organisations to go down every alley, knock on every door, and meet every affected person to understand their thoughts and aspirations.
With the approach of communicating and persuading, accompanying people, and ensuring that the state's compensation policies were open and transparent, consensus was created among local residents. Tens of thousands of square metres of land, along with numerous structures in the commune, were voluntarily dismantled by residents, who handed over the sites to construction contractors.
A typical example is Le Van Luong, a resident of Hop Long Village, who took the lead in dismantling more than 80 square metres of his house and other assets on the land to hand over the site. As of early September 2026, the commune had completed site clearance for more than 80% of the total area required under the plan.
Positive results in removing “bottlenecks” in site clearance work in localities have helped Thanh Hoa rank among the leading localities in site clearance and achieve breakthroughs in many other socio-economic development indicators.
In the first eight months of 2026, Thanh Hoa's total state budget revenue reached 44.3587 trillion VND; the province's capacity to clean up the land database also ranked seventh among the country's 34 provinces and centrally run cities, with 92.27% of the total number of land parcels processed.
In the coming period, the Thanh Hoa Provincial Party Committee has identified promoting the implementation of Directive No. 07-CT/TW in association with the performance of political tasks and the building of a clean and strong Party organisation as a key and regular task of the entire political system and every official and Party member.
Building on the positive results achieved, Party committees, Party organisations, agencies, and every official and Party member will continue to set examples in learning from and putting Uncle Ho's teachings into practice through specific actions; ensuring the “six clear” principle: clear people, clear tasks, clear timelines, clear responsibilities, clear outputs, and clear authority; and resolutely taking concrete outputs, quality, work effectiveness, and people's satisfaction as the benchmarks, thereby creating motivation to best accomplish the development goals and tasks that have been set.
